Amending Sections 3.14(2)(q), (3) and (3)(a) to rename the Traffic Engineering Division of the Department of Transportation the Mobility and Infrastructure Division, and retitle the position of Director of Traffic Engineering to the Director of Mobility and Infrastructure, and make other changes consistent with these actions.

DRAFTER’S ANALYSIS: This ordinance will rename the Traffic Engineering Division of the Department of Transportation the Mobility and Infrastructure Division, and retitle the position of Director of Traffic Engineering to the Director of Mobility and Infrastructure. This retitling of the Division and executive position is meant to better reflect the full duties of Division, the shift of the Division's work to a people-centered approach, and is consistent with progressive industry trends.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subparagraph (q) of Subsection (2) entitled “Director of Transportation” of Section 3.14 entitled “Department of Transportation” is amended as follows:
“(q) Supervise the Traffic Engineering Mobility and Infrastructure, Parking, and Transit Divisions of the Department of Transportation; and”
2. Subsection (3) entitled “Divisions” of Section 3.14 entitled “Department of Transportation” is amended as follows:
“(3) Divisions. The Department of Transportation shall consist of the Traffic Engineering Mobility and Infrastructure Division, the Parking Division, and the Transit Division.”
3. Subdivision (a) entitled “Traffic Engineering Division” of Subsection (3) entitled “Divisions” of Section 3.14 entitled “Department of Transportation” is amended as follows:
“(a) Traffic Engineering Mobility and Infrastructure Division.
1. Duties. The Traffic Engineering Mobility and Infrastructure Division shall be responsible for managing, operating, controlling, and maintaining the city's traffic system, consisting of the transportation elements listed in sub. (1)(a), (b), (d), and (e), above.
2. Management. The Traffic Engineering Mobility and Infrastructure Division shall be managed by the Director of Traffic Engineering Mobility and Infrastructure, who shall also:
a. Serve as the City Highway Safety Coordinator;.
b. Serve as the executive secretary of the Transportation Commission as provided in Sec. 33.56(4); and
c. Under the direction of the Director of Transportation, work with the City Transit Manager and Parking Division Manager to ensure the duties outlined in sub. (2) above are fulfilled.
3. Crossing Guards. Crossing guards, the location of which shall be determined by the Transportation Commission subject to Sec. 33.56(5)(c)5 of the Madison General Ordinances, after study and recommendation by the Director of Traffic Engineering Mobility and Infrastructure, shall be under the direction of the Director of Traffic Engineering Mobility and Infrastructure. The Transportation Commission shall adopt guidelines to be used in determining the need for crossing guards. The Director of Traffic Engineering Mobility and Infrastructure shall consult with the Police Department and the designee of the impacted school district before making a recommendation. Crossing guards shall direct and guide children at street and railroad crossings where assigned. All crossing guards shall be furnished a standard uniform and insignia that designate them as crossing guards and shall be equipped with signals or signs to direct traffic to stop at school crossings. Training and supervision of crossing guards shall be under the direction of the Traffic Engineering Mobility and Infrastructure Division.”
4. All other sections throughout the ordinances including but not limited to Secs. 8.44(2)(b), 9.136(1)(l)2.e, 10.30, 10.31(3)(f)5, 10.055(9), 10.056(3)(a)8, 10.057(4)(e), 10.08, 12.793(2), 12.87(2)(g), 12.915, 16.02(1)(a), 27.05(2)(bb)4, 28.151, and 31.044(1)(c)1 are amended to replace references to “Traffic Engineering”, “the Department of Traffic Engineering” or the “Traffic Engineering Division” with the “Mobility and Infrastructure Division”, “the Mobility and Infrastructure Division” or “Mobility and Infrastructure” as the case may be, and the City Attorney is directed to make such changes.
5. All other sections throughout the ordinances including but not limited to Ch. 12 and Secs. 1.08(4), 3.14(3)(b)2.c and (c)2.b, 3.54(9)(b), 6.04, 9.13, 9.135, 9.136(1)(l)2, 10.055, 10.056(5)(i), 10.057(7), 10.08, 10.30, 10.39, 10.42, 11.06, 11.07(2), 12.1375(3), 16.23, 28.066(3)(a)5, 28.097(7)(b), 28.137(2), 28.151, 29.14(2)(a), 31.044(1)(a), 31.046(2)(c)7.f, and 33.24(4)(f)6.b.v are amended to replace references to the “City Traffic Engineer”, the “Traffic Engineer” or the “Director of Traffic Engineering” with the “Director of Mobility and Infrastructure”, and the City Attorney is directed to make such changes.
