Informational presentation regarding creation of a Parks policy for Private Art to be placed on park property

Parks staff occasionally receive requests to install private art (murals, paintings, sculptures, etc.) in a City park. While the City of Madison Arts Commission has several programs to approve and fund public and private art, Parks has no official policy to address when private art can be displayed in a park. In the Superintendent’s September 2023 Report and during the Board of Park Commissioners September 6, 2023 meeting, Parks Superintendent, Eric Knepp advised the Board of Park Commissioners that “Until an official policy can be approved, Parks staff will not accept any new private art proposals.”
Staff have worked with representatives from the City Attorney’s office to draft a policy to explain how and when Private Art can be displayed in a City Park. A copy of the proposed Madison Parks - Private Art Policy is attached Staff will provide an informational presentation of the policy, which will be considered by Long Range Planning Subcommittee at the subcommittee’s February 21, 2024 meeting for review. Feedback and recommendations will be solicited from Long Range Planning Subcommittee.
