Fiscal Note
A previous Resolution (Enacted RES-23-00196) amended the Transportation Department's 2023 Adopted Capital Budget, adding $250,000 in General Fund supported GO borrowing to support a new grant program, making grant funding available for the purpose of subsidizing the purchase of accessible taxi cabs. This resolution would award those funds.

Awarding Accessible Taxi Cab Grant funds established by Resolution RES-23-00196 (Legistar File No. 75053) to Union Cab of Madison Cooperative (Union Cab) and Authorizing the Mayor and City Clerk to enter into a contract with Union Cab for the purchase of three accessible vehicles in accordance with the grant.

WHEREAS, transportation is a critical civil rights issue for people with disabilities. The Americans with Disabilities Act (ADA), passed in 1990, was intended to ensure the equal treatment and equal access of people with disabilities and prohibit discrimination on the basis of disability. Despite this, the Disabled/disability community has experienced disparities in transportation services for decades; and,
WHEREAS, accessible and reliable transportation is necessary for the inclusion of people with disabilities in education, employment, recreation, and all other aspects of the community. Ensuring access to transportation promotes equity and opportunity for Madison’s Disabled/disability community; and,
WHEREAS, the 2023 Capital budget was amended to include a new program in the Transportation Department with $250,000 in funding to support an accessible taxi cab grant program, supported by GO borrowing.
WHEREAS, the City of Madison Transportation Commission reviewed, amended, and approved the scoring criteria for the new grant program.
WHEREAS, Union Cab’s grant application meets the criteria outlined in the grant and was the sole application received.
