Fiscal Note

The proposed resolution authorizes Economic Development Division (EDD) staff to apply for a $500,000 EPA Brownfields Site Assessment Grant. If awarded, the resolution further authorizes amending the 2024 EDD Adopted Operating Budget to reflect the revenues and commensurate expenses. No additional City appropriation is required.

Body

WHEREAS, the City of Madison is committed to creating safe, healthy spaces for their citizens; and

WHEREAS, the City has previously been awarded a 2019 Brownfield grant and wishes to continue their work; and

WHEREAS, the proposed project under the 2023 Brownfield grant aligns with the South Madison Plan; and

WHEREAS, the grant includes funding to assess the Wingra Creek and Villager on Park areas; and

WHEREAS, the City of Madison Economic Development Division staff will complete all appropriate tasks as required by the Environmental Protection Agency (EPA) to apply for and accept the grant;

NOW, THEREFORE, BE IT RESOLVED, the City of Economic Development Division is authorized, on behalf of the City, to apply for and accept the EPA Brownfield 2024 grant; and

BE IT FURTHER RESOLVED, that Economic Development Division’s 2024 operating budget is amended to reflect the receipt of grant funds and commensurate expenditures; and

BE IT FINALLY RESOLVED, that the Mayor and City Clerk are authorized to enter into an agreement with EPA for the grant, in a format approved by the City Attorney, and other documents necessary to comply with the grant requirements to secure the grant funding
