Fiscal Note
The proposed resolution confirms the contracts of the Community Development Authority (CDA) Deputy Director and the Planning, Community, and Economic Development (PCED) Director to a shared term as the CDA Executive Director.
The annualized rate of payment for CDA Executive Director duties performed by each incumbent is $15,000 for a total annual cost of $30,000. The annualized rate will be subject to the same percentage increases for wages as those granted to Compensation Group 18. This amount will be built into future operating budgets.
The incumbents will be paid a lump sum for work performed in the Executive Director position from January 1, 2023 to August 27, 2023. For the pay period including August 28, 2023, the amount will be paid in approximately equal bi-weekly payments per City payroll practices. These costs will be absorbed in CDA’s 2023 Adopted Operating Budget.

Body
WHEREAS, the Mayor has appointed Larry Kilmer, II and Matthew Wachter to the position of CDA Executive Director and has recommended to the Common Council that their appointment be confirmed; and,
WHEREAS, the parties have reached an accord on the terms and conditions of an agreement between the City, Mr. Kilmer, and Mr. Wachter related to the responsibilities and compensation for such duties; and,
NOW THEREFORE, be resolved that Mr. Kilmer and Mr. Wachter’s joint contract for the role of CDA Executive Director is hereby confirmed, and the Mayor and the City Clerk’s Office are authorized to execute an Employment Agreement between the City, Mr. Kilmer, and Mr. Wachter.
