Fiscal Note
The proposed resolution authorizes the City to enter into an Assistance Agreement with the Wisconsin Division of Emergency Management (WEM) to accept program assistance from a Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) grant. Under the program, FEMA will provide 70% of the funding for the BRIC grant, totaling $6,028,190 and the City is responsible for 30% of matching funds, totaling $2,583,510. Funding is included in the 2024 Stormwater Utility Executive Capital Budget in the Citywide Flood Mitigation Program (Munis #11513). No additional appropriation is required.

Body
The City of Madison Engineering Division is reconstructing the stormwater ponds and greenways in the Old Sauk Trails Business Park on the far west side of the City (the “Project”). The reconstructed ponds and greenways will help the City meet its Wisconsin Pollutant Discharge Elimination System (WPDES) Municipal Separate Storm Sewer System (MS4) permit goals and meet our flood reduction targets.
On January 19, 2021, by RES-21-00051 (Legistar File # 63511), the Council authorized the City to apply for grant assistance for the Project under the Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) program, which grant is administered by the Wisconsin Division of Emergency Management (WEM). The City has received notification that it was awarded the FEMA BRIC grant to partially fund the Project. The FEMA BRIC grant includes a 30 percent cost share of non-federal funds.
