Body
As part of this sanitary sewer cured-in-place pipe (CIPP) project, approximately 621 feet of existing 18” sewer main is scheduled to be rehabilitated at and near the E Wilson St., S Blair St., Williamson St., and John Nolen Dr. intersection. The liner curing method associated with this project does not allow for all construction activities in this area to occur during the normal working hours of 7:00AM and 7:00PM.

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. The Contractor performing this work has called for permission to perform the work required to CIPP line segments of sanitary sewer mains at and near this intersection outside the hours of 7:00 AM to 7:00 PM because:

1. The section of sanitary sewer main to be lined has high flow during the hours of 7:00 AM to 7:00 PM.
2. The streets where this work is scheduled to occur convey high volumes of traffic. Activities associated with lining these sanitary mains will disrupt live traffic causing considerable disruption and delay.

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

1. Hydraulic and mechanical cleaning of the sanitary sewer main sections to remove any accumulated debris prior to lining;
2. Conducting a closed-circuit inspection of the sanitary sewer mains to be lined to confirm that the line has been adequately cleaned prior to lining and to provide documentation to the City of pre-lining.
3. Use of generators and pumps to bypass wastewater.
4. Installing the resin-impregnated felt liner into the sanitary sewer main;
