Fiscal Note

The proposed resolution approves a change in the subrecipient named in the City’s 2024 Employment Grant (EG) agreement with the Wisconsin Department of Energy, Housing, and Community Resources (DEHCR). It further authorizes the Mayor to sign the associated amended EG agreement with DEHCR, and it authorizes the Mayor and City Clerk to execute a Purchase of Services (POS) agreement with the new subrecipient, Madison-area Urban Ministry (MUM) dba JustDane. The Community Development Division’s 2024 Adopted Operating Budget has already been amended to recognize the $75,000 Employment Grant revenue and commensurate expenditures (RES-24-00102, Leg file 81612). No additional City appropriation is required.

BACKGROUND

 

On February 13, 2024, the Common Council adopted a Resolution (RES-24-00102, Legistar File #81612) which authorized (1) the City to accept a 2024 Employment Grant (EG) award of $75,000 from WI DEHCR; (2) the Mayor to sign the associated agreement with the State; and (3) the Mayor and City Clerk to execute an agreement with YWCA of Madison, Inc. to carry out the goals of the Employment Grant. It also amended CDD’s 2024 Adopted Operating Budget to recognize the receipt of this grant revenue and commensurate expenditures.

 

However, after the adoption of that Resolution, the YWCA of Madison informed the City that the EG grant was no longer the right fit for the agency, due to additional administrative grant monitoring requirements. In subsequent coordination with Community Development Division (CDD) and State DEHCR staff, Madison-area Urban Ministry (MUM) (doing business as JustDane)-through its “Just Bakery” program-was selected (with DEHCR’s approval) as a replacement subrecipient to carry out eligible goals articulated in the 2024 EG agreement.  Due to the additional time needed to change subrecipients, DEHCR has extended the performance period of the Employment Grant through June 30, 2025.

 

The required matching funds will come from the City’s National League of Cities (NLC) Youth Excel grant award. NLC has already approved the transfer in use of these matching funds from YWCA to JustDane.

 

Under the 2024 Employment Grant, JustDane will receive additional support in its provision of training and support services through its “Just Bakery” educational and vocational training program to adults in Madison who experience homelessness. More specifically, EG funds will be used to pay the participants for the training stipend. JustDane will partner and subcontract with the City (via CDD), in support of the City's goal of building human capital by prioritizing the provision of employment-related services and support to unemployed or underemployed adults who face multiple barriers to employment, to connect them to family-supporting jobs.

 

In and around Madison and Dane County, there is a growing need to support the hospitality field with trained employees. The City’s investments in education and training for these needed skills and career options will help improve the trajectory of adults by building strong pathways to quality jobs in hospitality industries and promote family and community economic security.

 

CDD already supports various homeless and employment programs and has existing partnerships with the Madison Metropolitan School District (MMSD), Madison College, the UW Health Occupations and Professions Exploration Program (HOPE), United Way of Dane County, Greater Madison Chamber of Commerce, the Youth Employment Network of Greater Madison, Employment Training Network and the Workforce Development Board of South Central Wisconsin. These partnerships will allow for the further growth of programming for residents. The 2024 EG grant funds will continue to bolster program outcomes for local participants and community-based agencies to target and improve outcomes for homeless adult participants, resulting in equitable access to education and training for careers in the hospitality workforce. Outcomes from this grant will be used to identify strengths and needs for ongoing resources within the community.

 

ACTION

 

WHEREAS, the City of Madison, through its Community Development Division (CDD), has applied for, and been awarded, a $75,000 grant from the Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources (DEHCR) to support a program connecting people experiencing homelessness with permanent employment; and,

 

WHEREAS, through this State DEHCR initiative, the City will subcontract with Madison-area Urban Ministry dba JustDane to provide pass-thru EG grant funding for JustDane’s “Just Bakery” program, through which stipends will be provided to City of Madison adults experiencing homelessness who are participants in the “Just Bakery” program; and,

 

WHEREAS, CDD’s 2024 Adopted Operating Budget, which was recently amended on February 13, 2024 to recognize the receipt of these EG grant funds and commensurate expenditures (RES-24-00102, Legistar File #81612), currently supports programming that focuses on economic mobility opportunities, such as employment training, financial literacy, and other community-based programming, as part of a broader strategy to support household stabilization; and,

 

WHEREAS, CDD continues to explore ways to improve these services and expand economic opportunity through collaboration with other government bodies, non-governmental funders, educational institutions, and financial institutions.

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council authorizes a change in the subrecipient named in the City’s 2024 Employment Grant agreement with the Wisconsin Department of Administration’s Division of Energy, Housing and Community Resources (DEHCR), from YWCA of Madison, Inc. to Madison-area Urban Ministry dba JustDane; and,

 

BE IT FURTHER RESOLVED that the Council authorizes the Mayor to sign an updated 2024 EG agreement with the State DEHCR, amended to extend the performance period covered by the grant and to reflect the new subrecipient named above, to implement the activities for which funds were provided; and,

 

BE IT FINALLY RESOLVED that the Council authorizes the Mayor and City Clerk to enter into a Purchase of Services agreement with Madison-area Urban Ministry dba JustDane, for the provision of eligible 2024 Employment Grant-funded services articulated herein via JustDane’s “Just Bakery” program, for the period January 1, 2024 to June 30, 2025.
