The proposed resolution authorizes a 2-year contract for unarmed security services at Parking Division facilities. The cost of these services is expected to be between $250,000 and $270,000 annually. Funding for 2024 is included in Parking’s adopted operating budget. Funding for 2025 will be included in Parking’s 2025 operating budget request.

Authorizing the Mayor and the City Clerk to enter into a 2-year competitively selected service with Star Protection and Patrol, LLC for unarmed security services at Parking Division facilities.
Body
WHEREAS, the City of Madison Parking Division requires unarmed security services at its parking facilities in order to maintain regular operations and provide a safe environment for Parking Division personnel and customers; and
WHEREAS, the Parking Division has historically enlisted the security services of licensed security contractors who perform security services efficiently; and
WHEREAS, the previous contract for security services (extension) expires March 31, 2024; and
WHEREAS, a Request for Bids for Parking Division security services was issued on November 29, 2023; and
WHEREAS, the City received five proposals for unarmed security services able to meet the minimum requirements; and
WHEREAS, costs from the contract will be based on the hourly rate of $30.00 per hour per Officer in 2024 and $30.90 per hour per Officer in 2025; and
WHEREAS, the initial term of the contract shall be from April 1, 2024 through December 31 2025, with three (3) one-year optional renewals; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE BE IT RESOLVED, that the Mayor and the City Clerk are authorized to sign a contract as set forth above with Star Protection and Patrol, LLC, for unarmed security officers at Parking Division facilities, upon approval of the contract form by the City Attorney.
BE IT FURTHER RESOLVED the City Parking Division Manager is authorized to execute the three, one-year renewals by mutual written agreement of the Parties.
