Fiscal Note
The proposed resolution authorizes the City of Madison Fire Department to apply for the FY 23 Assistance to Firefighters Grant Program from the Federal Emergency Management Agency under the Department of Homeland Security for an amount up to $2 million. If awarded the grant will be used to replace expired personal protective equipment (turn out gear, self-contained breathing apparatus) and specialty training. The grant requires a 10% local match (up to $200,000) which will be met with the Fire Departments’ existing Fire and EMS Equipment capital budget.

Body
WHEREAS, the mission of the Madison Fire Department is to protect life and property from the dangers of fire and major disaster through education, prevention, and emergency service delivery to all members of the community;
WHEREAS, MFD is interested in obtaining a Operating and Safety Grant through the Assistance to Firefighters Program through Federal Emergency Management Agency (FEMA) for the purposes of replacing expired personal protective equipment (PPE) and specialty training opportunities to the Madison area;
WHEREAS, MFD has an inventory of PPE/SCBA gear that is more than 10 years old;
WHEREAS, MFD’s special teams cover local and regional emergency support for lake rescue, heavy urban rescue, and hazardous incident response;
WHEREAS, the grant will provide funding for expired PPE and specialty training;
WHEREAS, the maximum grant funding MFD can apply for under the AFG program is two million dollars ($2,000,000) with a Cost-Share requirement of 10%;
WHEREAS, the City’s 2024 Budget includes funding for replacement of SCBA units, which will meet the match requirement;
WHEREAS, the City has or will have the ability to meet the financial obligations of the cost-sharing requirements, and MFD has the resources and capacity to complete the required tasks associated with the grant;
WHEREAS, the grant application form includes legal terms, obligations, and/or commitments from the City, and/or requires a signature from a person who is authorized to bind the City to such things;
WHEREAS, MFD staff can attest to the validity and veracity of the statements and representations contained in the grant application;
WHEREAS, if awarded, the granting agency may require the City to sign a contract, grant agreement, and/or other documents binding the City to certain obligations;
NOW, THEREFORE, BE IT RESOLVED, the City of Madison’s Fire Department is authorized, on behalf of the City, to apply for the FEMA Assistance to Firefighters Grant up to $2,000,000 and sign all application materials, after any legal terms within the application;
BE IT FURTHER RESOLVED, that, if awarded, the City is authorized to enter into an agreement with FEMA for the Assistance to Firefighters Grant, and the Mayor and City Clerk are authorized to sign the agreement and related paperwork, in a format approved by the City Attorney;
BE IT FINALLY RESOLVED, that Madison Fire Department staff are authorized to sign related paperwork or forms that are not part of the grant agreement or that are provided after the Mayor and Clerk sign the initial grant agreement, if required, after any legal terms included in those forms are reviewed by the City Attorney.
