Declaring the Forest Hill Cemetery and Mausoleum a “Designated Dog Recreation Area” per the Madison General Ordinance 8.195 and subject to the rules and requirements governing Dog Recreation Areas; and updating the Forest Hill Cemetery rules and regulations per MGO 8.11(2). (District 13)
Body
Whereas, the Forest Hill Cemetery and Mausoleum (“the Cemetery”) is under the management and control of the Madison Board of Park Commissioners per Madison General Ordinance 8.11; and,
Whereas, the Parks Division is responsible for the maintenance, upkeep, and operations of the Cemetery in a manner that preserves its mid-nineteenth century rural cemetery features, and;
Whereas, the Cemetery is a place for celebrating loved ones, remembrance, and respect; and,
Whereas, the public and visitors to the Cemetery enjoy passing through the Cemetery with their dogs from time to time; and,
Whereas, the Cemetery includes burial mounds which are protected from disturbance by State Statute 157.70 and creates a buffer of 10 feet, and the Madison Parks policy for Burial Mounds in Madison Parks creates a buffer of no soil disturbance of 20 feet from the mound perimeter; and,
Whereas, certain rules regarding the presence and actions of dogs and their owners will enhance the enjoyment of the Cemetery by all users; and,
Whereas, declaring the Cemetery a Dog Recreation Area will subject the area to the rules and requirements of MGO 8.195 and the rules and regulations of the Forest Hill Cemetery, which outline acceptable and prohibited behaviors for dogs and their owners at the Cemetery, and;
Whereas, declaring the Cemetery a Dog Recreation Area will allow for Park Rangers to enforce MGO 8.195 and the Forest Hill Cemetery rules and regulations, up to and including citing dog owners for violations of the ordinance, and;
Now therefore be it resolved that the Forest Hill Cemetery and Mausoleum is declared to be a designated dog recreation area under Madison General Ordinance 8.1...
