AMENDED SUBSTITUTE: Amending Section 23.525 of the Madison General Ordinances to allow miniature pigs bred as companion animals to be kept as pets in the City of Madison.
Body
DRAFTER’S ANALYSIS: This amendment allows an individual to own one pig in as long as the animal is under 24” tall at the shoulder, weighs under 300 pounds, is up to date with all required immunization and is microchipped. The owner must register for a Wisconsin State Premise License as required under Wisconsin Code. The amendment permits the animal to be off property on a leash shorter than 6 feet which is controlled by a competent individual.

The Substitute adds a requirement that all pigs within the City of Madison are spayed or neutered.

The Amended Substitute permits a dwelling unit, rather than an individual, to house one animal, as recommended prior to adoption.

The Common Council of the City of Madison do hereby ordain as follows:

1. Section 23.525 entitled “Possession of Pigs Prohibited” of the Madison General Ordinances is amended as follows:

“23.525 - POSSESSION OF PIGS PROHIBITED RESTRICTED.
(1) No person, firm or corporation shall keep, harbor or have in their possession, custody or control any pig, hog, boar or swine anywhere within the limits of the City of Madison except under the following circumstances:.
(2) Exceptions. This section does not apply to the following locations and circumstances:
(a) Within the confines of an event for which a park event permit, neighborhood association park event permit, or any other permit for activities taking place within a City park has been issued by the City, if the presence of the animal is noted as a condition of issuance of the permit.
