The 2023 Adopted Capital Budget includes $2,000,000 in federal monies from the U.S Department of Housing and Urban Development (HUD) for the Permanent Men’s Shelter (MUNIS project 13344). No additional City appropriation is required.

BACKGROUND

On March 15, 2022, President Biden signed into law the 2022 Consolidated Appropriations Act (H.R. 2471, Public Law 117-103), which included a number of congressionally sponsored Economic Development Initiative (EDI) projects known collectively as Community Project Funding (CPF). Among these approved earmarks was a $2 million award, sponsored by Representative Mark Pocan, to support the City of Madison's ongoing development of a purpose-built Permanent Men's Shelter on Bartillon Drive.

In anticipation of the City's receipt of this award, the Mayor's 2023 Executive Capital Budget for the Community Development Division (CDD) included $2 million in additional federal revenue and commensurate expenditures within CDD Capital Project #13344 ("Permanent Men's Shelter"). The Common Council adopted the Budget at its meeting of November 15, 2022 (Legistar File ID #73264). No additional budget authority is necessary in order for the City to receive these funds, but this Resolution authorizes the Mayor and City Clerk to execute any requisite agreements or other instruments with HUD to formally accept this EDI-CPF grant.
