Fiscal Note

The proposed resolution adopts the West Area public participation plan. The Planning Division’s 2023 adopted operating budget includes $50,000 for area plan processes, which will be used to support any costs associated with this public participation plan. No additional appropriation required.

Title

Adopting the attached West Area Plan public participation plan to guide the planning process in an equitable and inclusive manner and allow adoption of the Plan as an amendment to the City’s Comprehensive Plan.

Body

WHEREAS, the Common Council authorized the Planning Division to prepare the West Area Plan in RES-23-00021 (File #74641), approved on January 3, 2023; and

 

WHEREAS, a draft West Area Plan process, schedule, and public participation initiatives were reviewed by the Plan Commission on December 12, 2022, with a progress update on May 8, 2023; and

WHEREAS, the Planning Framework adopted under RES 22-00577 (File #71147) specifies that Framework Area Plans should comply with statutory requirements for amending the City’s Comprehensive Plan; and

 

WHEREAS, Wisconsin Comprehensive Planning Law (Sec. 66.1001 Wis. Stats.) requires that written procedures fostering public participation be adopted by the governing body; and

WHEREAS, the City of Madison has prepared a public participation plan that includes tools and techniques to reach everyone including people who are typically underrepresented, and that is consistent with Wisconsin Comprehensive Planning Law (Sec. 66.1001 Wis. Stats.), which shall allow the Common Council to consider adoption of the West Area Plan as an amendment to the Comprehensive Plan.

 

NOW, THEREFORE, BE IT RESOLVED that the attached public participation plan is adopted as a guide for engaging with planning area residents and other stakeholders, as required by Wis. Stats. Sec. 66.1001.
