Fiscal Note

The proposed resolution amends the Public Health Madison Dane County (PHMDC) budget by $104,500 and authorizes a contract with Pace Analytical Services LLC in the amount of $204,500 for the analysis of PFAS in private drinking water samples. PHMDC received $100,000 from Dane County in the Department’s 2023 operating budget to test for PFAS in private drinking water wells from low income households which will be used to pay 100% of the analysis cost for samples collected from up to 239 low-income households. PHMDC’s water quality laboratory does not have the equipment, capacity, or expertise to perform this analysis. As a result, a competitive bidding process was completed and Pace Analytical Services LLC was selected to provide these services. In addition, PHMDC plans to offer PFAS testing at cost to households and other private well owners that are not considered low-income. The cost for PFAS testing under this contract will be approximately $100 less than tests available from other labs. With this price, PHMDC expects to offer PFAS testing for up to another 250 homes by the end of the 2023. This would result in an additional $104,500 in revenue collected that would be paid to the contractor in addition to the budgeted amount for low-income households.

Amending the Public Health budget and authorizing a contract with Pace Analytical Services LLC for the analysis of PFAS in private drinking water samples

Body

WHEREAS, Public Health Madison & Dane County (PHMDC) is participating in a per and polyfluoroalkyl substances (PFAS) testing initiative; and

 

WHEREAS, the primary objective of this project is to increase the amount of data available on the level of PFAS in private wells in Dane County; and

 

WHEREAS, to accomplish this, PHMDC intends to promote PFAS testing of private wells widely; and

 

WHEREAS, PHMDC’s water quality laboratory does not have the equipment, capacity, or expertise to perform this analysis. As a result, PHMDC worked with the City of Madison Finance Department to complete a competitive bidding process to find a contract laboratory that could perform this analysis for the Department; and

 

WHEREAS, this request for proposals was completed and found Pace Analytical Services LLC to be a highly qualified contractor that is able to provide this service at the most reasonable price. They were also the contractor with the most flexibility to work with PHMDC staff to accomplish this project; and

 

WHEREAS, PHMDC received $100,000 from Dane County in the department’s 2023 budget to test for (PFAS) in private drinking water wells from low income households. PHMDC will spend the $100,000 from the budget to pay 100% of the analysis cost for samples collected from up to 239 low-income households; and

 

WHEREAS, to increase the number of wells tested, PHMDC plans to offer PFAS testing at cost to households and other private well owners that are not considered low-income. The cost for PFAS testing under this contract will be approximately $100 less than tests available from other labs. NOW, THEREFORE BE IT RESOLVED, that the Board of Health for Madison and Dane County, on behalf of Public Health Madison and Dane County, is authorized to enter into an agreement with PACE Analytical Services LLC to provide PFAS analysis of private drinking water wells for a total of $204,500; and

 

BE IT FURTHER RESOLVED, that the Director of Public Health Madison and Dane County, or their designee, is authorized to sign the agreement, accept and expend the funding for up to 489 households, utilizing the $100,000 allotted from Dane County in the 2023 PHMDC budget, and increase the 2023 Public Health Budget by $104,500.
