The proposed resolution authorizes a sole source agreement for purchase of a Lamnaflo flow control system and its installation at Unit Well 14. The estimated cost is $105,000. Funding is available in Munis 11900-86-140. No additional appropriation is required.

Substitute: Authorizing Madison Water Utility to use Water Well Solutions, LLC as a sole source provider of a Lamnaflo device and its installation in Unit Well 14, a water supply well.

 

Body

WHEREAS, Madison Water Utility completed an initial phase of a water quality/borehole characterization study

at Unit Well 14 which determined that the well draws the majority of its water from the shallower, upper aquifer

compared to the deeper, lower aquifer, resulting in elevated sodium and chloride levels; and

 

WHEREAS, in 2022 the Utility, working with SCS Engineers, under non-pumping conditions, completed

additional water sampling within the borehole at depths representing the deeper, lower aquifer, which upon

testing, demonstrated that the lower aquifer water had lower concentrations of sodium and chloride; and

 

WHEREAS, the Utility continued this investigation in 2023 by hiring a licensed municipal well driller to

rehabilitate the borehole both chemically and mechanically and then sample the well at lower aquifer depths

again but under “pumping” conditions, which required special down hole sampling equipment; and

 

WHEREAS, it was consequently determined that sodium and chloride levels at this well can be reduced

significantly by drawing more of its water from the lower aquifer and less from the upper aquifer utilizing a flow

control system in the well; and

 

WHEREAS, Water Well Solutions Wisconsin LLC is the only vendor that can provide and install the specific flow

control system (Lamnaflo) deemed necessary in increasing/decreasing flow at preferable levels within a well,

thus reducing the sodium and chloride levels in its Unit Well 14;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes Madison Water Utility the City to enter into a sole source agreement with Water Well Solutions Wisconsin, LLC as a sole source provider for a Lamnaflo flow control system and its installation in Unit Well 14, a water supply well, for 60 days, at a total price not to exceed $105,000, and authorizes the Mayor and City Clerk to sign a contract for the same.
