Title
A resolution adopting a Public Participation Plan for the City of Madison Comprehensive Plan Interim Update (2023) and authorizing the Planning Division to draft amendments to the text and maps in the 2018 Comprehensive Plan.
Body
WHEREAS, the City of Madison Common Council adopted the Comprehensive Plan, as defined in Wisconsin Comprehensive Planning Law Sec. 66.1001 Wis. Stats., on August 7, 2018; and
WHEREAS, over the last five years the City of Madison has adopted or amended detailed plans for neighborhoods and other sub-areas within the city as supplements to the 2018 Comprehensive Plan, including the Elderberry Neighborhood Development Plan Amendment, Pioneer Neighborhood Development Plan Amendment, Junction Neighborhood Development Plan Amendment, Rattman Neighborhood Development Plan, Nelson Neighborhood Development Plan, Yahara Hills Neighborhood Development Plan Amendment, Shady Wood Neighborhood Development Plan, Reiner Neighborhood Development Plan, Milwaukee Street Special Area Plan, Triangle-Monona Bay Neighborhood Plan, Mifflandia Neighborhood Plan, Oscar Mayer Special Area Plan, East Washington Avenue Capitol Gateway Corridor Plan Amendment, Odana Area Plan, South Madison Neighborhood Plan, Greater East Towne Area Plan, and Hawthorne-Truax Neighborhood Plan; and
WHEREAS, land use decisions must be consistent with the Comprehensive Plan’s Generalized Future Land Use (GFLU) map; and
WHEREAS, to maintain the Comprehensive Plan’s GFLU map as a current expression of community land use objectives, a process and schedule for integrating GFLU edits from adopted sub-area plans and reviewing and considering limited amendments to the Comprehensive Plan is needed; and
WHEREAS, a draft process and schedule, public participation plan, and preliminary list of proposed Comprehensive Plan text and GFLU map amendments was reviewed by the Plan Commission on April 24, 2023; and
WHEREAS, Comprehensive Planning Law Sec. 66.1001 (4) requires comprehensive plan amendments include written procedures to foster public participation; and
WHEREAS, the City of Madison has prepared a public participation plan that is consistent with Wisconsin Comprehensive Planning law (Sec. 66.1001 Wis. Stats.) and strives to make the Comprehensive Plan interim update process accessible to all; and
WHEREAS, the City of Madison Planning Division is currently creating a West Area Plan (authorized by Common Council on January 3, 2023) and a Northeast Area Plan (authorized by Common Council on January 17, 2023).
NOW, THEREFORE BE IT RESOLVED, that the City of Madison Common Council adopts the attached Comprehensive Plan interim update public participation plan as required by Wisconsin Statutes 66.1001(4).
BE IT FURTHER RESOLVED, that Planning Division staff is hereby authorized to undertake actions necessary to amend the Comprehensive Plan and implement the public participation plan.
