Amending the Master List of Street Names and Designations and amending the City Engineer's Street Numbering Map, referred to in Sections 10.34(2) and 10.34(4), Madison General Ordinances naming a new frontage road along the Dane County Landfill Maahic Way and the easterly extension of the frontage road along the Yahara Hills Golf Course Millpond Rd. (16th AD)

Body

WHEREAS, the Common Council, by Resolution No. 12,459, adopted on March 9, 1967, has approved a master list of existing street names and designations for all purposes; and

 

WHEREAS, the Common Council, by Ordinance ORD-07-00030, File ID 04160, on February 27, 2007 repealed Sections 10.34 and 10.35 and recreated Section 10.34 of the Madison General Ordinances to establish standards for street names and addresses; and

 

WHEREAS, Sections 10.34(2) and 10.34(4), Madison General Ordinances, require the City Engineer to maintain certain street numbering records, maps and databases; and

 

WHEREAS, the Common Council on May 5th, 202, adopted RES-20-00341, File ID. 60224 authorizing the Mayor and the City Clerk to enter into a project agreement with the Wisconsin Department of Transportation (WisDOT) and other project partners to construct an interchange at USH 12/18 and County AB due to address safety concerns at the existing intersections of United States Highway 12 & 18 (USH 12/18) with Millpond Road and County Trunk Highway AB (CTH AB); and

 

WHEREAS, along the north side of USH 12/18 there currently exists a public Service Road for USH 12/18 in the City of Madison (signed in the field as Long Dr) lying between the east line of Section 25, T7N, R10 E at its west end and its east end being at an intersection with USH 12/18 opposite the intersection of Millpond Road and USH 12/18 to the south. All shown and noted on Exhibit A, attached hereto and made part of this resolution; and

 

WHEREAS, along the north side of USH 12/18 there also is an existing Dane County Landfill private access to USH 12/18 lying between the said Service Road intersection with USH 12/18 to the west and the intersection of CTH AB with USH 12/18 to the east. All shown and noted on said Exhibit A; and

 

WHEREAS, along the south side of USH 12/18 there exists a public road named Millpond Road that intersects with USH 12/18 approximately 4150 feet westerly of the intersection of USH 12/18 and CTH AB. All shown and noted on said Exhibit A; and

 

WHEREAS, the above access locations to USH 12/18 are being removed. New frontage roads to the north and south of USH 12/18 and a new grade separated interchange at the intersection of USH 12/18 with CTH AB are being constructed. All work is being completed as part of WisDOT project No’s 3080-01-40, 3080-01-75 and 3080-01-76; and

 

WHEREAS, to the north of USH 12/18, there is a new frontage road being constructed as part of the WisDOT projects to serve the adjacent lands. The said frontage road is being constructed from its current westerly right of way terminus, thence easterly to intersect with CTH AB (E Buckeye Road within the City of Madison). All as shown and noted on Exhibit A as Maahic Way; and

 

WHEREAS, to the south of USH 12/18, Millpond Road is being extended and constructed easterly to serve all previously served and new adjacent lands by providing a connection to CTH AB (Brandt Road). Ultimately providing a connection to USH 12/18 via the new interchange improvements. The extended Millpond Road as shown and noted on Exhibit A; and

 

WHEREAS, per Section 10.34(2) Madison General Ordinances, commercial buildings shall take their address off the street from which they gain primary access and primary fire apparatus access to the property; and

 

WHEREAS, the City of Madison Engineering Division has received permission for the use of the name of Maahic Way for the frontage road lying north of USH 12/18 and coordinated the same with Dane County. Maahic being the Ho-Chunk word for Milkweed; and

 

WHEREAS, the City of Madison Engineering Division by this resolution is confirming the name of the extension of the frontage road laying southerly of USH 12/18 to be Millpond Road; and

 

WHEREAS, the City of Madison Engineering Division determined the proposed names are in conformance with the said policy and supports the names of Maahic Way and Millpond Road as proposed.

 

NOW THEREFORE BE IT RESOLVED, by approving this resolution, the City of Madison Common Council hereby approves the street names of Maahic Way for the frontage road northerly of USH 12/18 and the name of Millpond Road for the frontage road southerly of USH 12/18 as shown and noted on attached Exhibit A.

 

NOW THEREFORE BE IT FUTHER RESOLVED, upon approval and adoption of the street name change, and also the completion of construction and the opening of the frontage roads to the public, that the City Assessor’s Office and City Engineer’s Office be permitted to complete any required Address-Parcel-Owner data in the City’s databases,  mapping data and the proper timely notification of affected properties as required to complete the official street names for use by the public.
