The proposed resolution authorizes a sole source three-year purchasing agreement for prescribed grazing services from Haakhagen Goat Grazing LLC at a total estimated cost of $150,000, not to exceed $60,000 per year. Funding for the project is available in Munis 17124. No additional appropriation is required.

Body
The proposed resolution authorizes the purchase of services contract with Haakhagen Goat Grazing, LLC for prescribed grazing, an important sustainable vegetation management, for a three-year term at a total estimated cost of $150,000, not to exceed $60,000 per year. The 2023 Parks Capital Improvement Budget includes funding for conservation parks. This funding is sufficient for the planned agreement. No additional appropriation is required.

WHEREAS, the Parks Division is committed to incorporating alternative sustainable vegetation management practices that adhere to the tenets of integrated pest management and grazing services has allowed Parks to increase the quality and number of acres under management without increasing herbicide use on those acres; and

WHEREAS, in recent years, Parks has steadily increased the numbers of sites and the numbers of acres managed with prescribed grazing from two sites, totaling seven acres in 2020, to eight sites totaling 69 acres planned for 2023; and

WHEREAS, the result of the formal bid process (RFP # 11022-0-2022-AM) in 2022 indicated that there were no other grazing vendors located close enough to Madison, with the capacity to graze all of our sites and acreages, and with the operation procedures that allow parks staff and volunteers to perform daily maintenance checks; and
