Fiscal Note

The proposed resolution authorizes a noncompetitive contract with University of Wisconsin-Madison's Population Health Institute to extend the tenure of a COVID Response Corps Fellow with Public Health Madison & Dane County (PHMDC). The Fellow has been funded through state Epidemiology & Laboratory Capacity grant funds through June 30, 2023, and will be further funded by the Wisconsin Department of Health Services allocation of American Rescue Plan Act grant funds. PHMDC is transitioning its COVID dashboard to a more comprehensive respiratory pathogen monitoring dashboard and the Fellow is uniquely poised to assist with this transition given her experience with PHMDC's data dashboard infrastructure and expertise. The proposed contract meets the exception to the bidding process because the consultant has provided services to the City on a continuing project in the recent past, and it is economical to retain the same consultant. The services contract will not exceed $87,197 per year for salary, benefits, and indirect costs for up to two years (July 1, 2023-June 30, 2025) for the above described services.

Body

WHEREAS, PHMDC has worked with UW-Madison's Population Health Institute (contracted under Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin- Madison) to host a COVID Response Corps Fellow since March 2021; and

 

WHEREAS, the Fellow has supported the maintenance, data quality, and regular updating of the Dane County COVID Data Dashboard since 2021; and

 

WHEREAS, the Fellow has been funded through state Epidemiology & Laboratory Capacity grant funds through June 30, 2023, and will be further funded by the Wisconsin Department of Health Services allocation of American Rescue Plan Act grant funds; and

 

WHEREAS, PHMDC is transitioning its COVID dashboard to a more comprehensive respiratory pathogen monitoring dashboard and the Fellow is uniquely poised to assist with this transition given her experience with PHMDC's data dashboard infrastructure and expertise;

 

WHEREAS, the Fellow is part of the team selected for the 2023 cohort of the Council of State and Territorial Epidemiologists' Data Science Team Training program, where the team project is focusing on developing a respiratory surveillance data system and dashboard;

 

WHEREAS, for the reasons stated in the attached Noncompetitive Selection Request Form, the proposed contract with University of Wisconsin-Madison Population Health Institute meets the exception to the bidding process in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”;

 

NOW THEREFORE BE IT RESOLVED that the Director of Public Health Madison and Dane County is authorized to execute a services contract not to exceed $87,197 per year ($56,732 base salary + 38.7% fringe + 15% indirect costs) for up to two years (July 1, 2023-June 30, 2025) for the above described services.
