Fiscal Note
The proposed resolution authorizes field use agreements with five local youth soccer associations: MAYSA, Inc., Capital East Soccer Club, Inc., Magic Soccer Club, Inc., Regent Soccer Club, Inc., and Santitos FC, Inc. These associations will be responsible for providing routine maintenance of the playing fields and supplying equipment for the programs and the City will grant the associations priority reservations and reduced fees. The agreements cover 2023 through 2025, with an option to renew for 2026. The total revenue, for all agreements, is anticipated to be $35,000 per year. The MAYSA agreement also includes the 2022 season to recover fees from field use in that year. The Parks Division 2023 operating budget includes the 2023 revenue for these agreements. No appropriation is required.

Body
WHEREAS, the City has historically worked with youth soccer organizations to allow for the use of the City’s parks and facilities for these activities; and,
WHEREAS, the Madison Area Youth Soccer Association (MAYSA) provides recreational programs and services to youth participants at various City parks and facilities by offering and operating a youth soccer program within the City. MAYSA is an umbrella organization for numerous youth soccer clubs, including in the Madison area, through, among others, Capital East Soccer Club, Inc., Magic Soccer Club, Inc., Regent Soccer Club, Inc., and Santitos FC, Inc. (the “Associated Clubs”); and,
WHEREAS, MAYSA, the Associated Clubs, and the City would like enter into agreements for the non-exclusive use of certain City athletic fields for the purposes of MAYSA and Associated Club’s youth soccer programs; and,
