The proposed resolution authorizes a contract for community outreach services related to Metro Transit’s Network Redesign, Bus Rapid Transit, and the Fare System Upgrade. The contract cost is not to exceed $193,440 and will be funded by available budget within the Transit System Upgrades capital program in Metro's capital budget.

Body
WHEREAS, the scope of services for the consultant would include going to various community events, transfer points (busy bus stop areas), employment centers, and neighborhood meetings. Consultants will staff information tables and teach people about updates to City bus routes due to Madison Metro Transit’s Network Redesign, Bus Rapid Transit, and the Fare System Upgrade; and,

WHEREAS, EOTO, LLC was the only vendor to inquire on competitive RFP #11090-0-2022-BG-1 in 2023 and has the unique knowledge and experience in community outreach in disadvantaged in neighborhoods in the City that is needed for this project, and has worked as a subcontractor on City outreach projects in the past; and,

WHEARAS, City Purchasing Ordinances provide under sec. 4.26(4)(b), of the Madison General Ordinances that, if the aggregate amount of the fee for services in a contract exceeds $50,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and,

WHEREAS, it is most efficient for the City of Madison to work with EOTO, LLC in order to meet the scheduled Network Redesign implementation date of June 11, 2023 and future projects in 2023 and 2024; and,
