Fiscal Note
The proposed resolution dissolves the Ad Hoc Task Force on the Structure of City Government (TFOGS) Final Report Implementation Work Group and transfers the responsibilities to the Common Council Executive Committee (CCEC). The CCEC will continue to review the TFOGS recommendations and may create additional proposals in response to those recommendations. Implementation of the recommendations may have fiscal impacts in the future. No appropriation is required at this time.

SUBSTITUTE: Dissolving the Ad Hoc Task Force on the Structure of City Government (TFOGS) Final Report Implementation Work Group and Transferring Responsibilities to the Common Council Executive Committee
Body
WHEREAS, the Common Council created the Task Force on Government Structure (“TFOGS”) by Resolution (RES-1700714, Legistar File 47707) to consider, address and make recommendations related to the City’s Common Council; Office of the Mayor; Boards, Commissions and Committees; and resident participation and engagement; and,

WHEREAS, on November 20, 2019 the TFOGS issued a Final Report identifying characteristics of the City’s current government structure that pose challenges to resident representation and engagement; and,

WHEREAS, the TFOGS Final Report contained 42 recommendations related to the structure of City government, to the Mayor and Common Council for acceptance and further action; and,

WHEREAS, on March 3, 2020, the Final Report of the Task Force on the Structure of City Government was accepted by the Common Council (RES-20-00181, Legistar File 58656); and,

WHEREAS, on March 17, 2020, the Common Council established an Ad Hoc Task Force on the Structure of City Government (TFOGS) Final Report Implementation Work Group (RES-20-00209, Legistar File 59671), charged with “develop[ing] a work plan and actionable proposals that are directly related to the recommendations contained in the TFOGS Final Report”; and,

WHEREAS, between July 10, 2020 and April, 20, 2021...
