Madison General Ordinance Chapter 33 <<https://library.municode.com/wi/madison/codes/code_of_ordinances?nodeId=COORMAWIVOIVCH32--45_CH33BOCOCO>> pertains to ordinances establishing and regulating City boards, commissions, and committees, including subcommittees.  The Board of Park Commissioners Rules of Procedure and Basic Policies, as required by MGO Sec. 33.05(3), were updated in July 2020 (Leg File #60340). These Policies govern the operation of the Board of Park Commissioners in accordance with MGO Secs. 33.01(9)(b) and 33.05(3).  As established by Ordinance and described within the Policies, the Board of Parks Commissioners currently has five subcommittees, including Golf Subcommittee, Warner Park Community Recreation Center Advisory Subcommittee, Facilities Programs & Fees Subcommittee, Habitat Stewardship Subcommittee and Long-Range Planning Subcommittee.  In addition, the Board of Park Commissioners has critical relationships with two additional organizations, including Olbrich Botanical Society and Madison Parks Foundation, which are not represented by organizations.

 The Task Force on Structure of City Government (TFOGS), an 11-member Task Force created by Common Council to consider issues related the powers and duties of the City’s Common Council, Mayor’s Office, and Boards, Commissions, and Committees, released its FINAL REPORT <<https://madison.legistar.com/View.ashx?M=F&ID=7932512&GUID=3E3B0D9B-5111-4472-8980-73D55A69FDB2>> in 2019.  As directed, TFOGS  examined these issues through a specific lens: whether the City’s current government structure ensures that municipal decision-makers are representative of and accountable to all of the City’s residents, not just to those who have the time, resources, and knowledge to actively participate in the City’s current government structure.   A specific recommendation of TFOGS, among others, includes: Eliminate or combine BCCs that are redundant or have outlived their purpose.

 

On September 7, 2022, The Board of Park Commissioners were provided an overview of the structure of Subcommittees. Staff have prepared potential future Subcommittee structure options. The Golf Subcommittee was briefed on their Roles and Responsibilities at their December 15, 2022 meeting, including the ongoing conversation of the Board of Park Commissioners.  Golf Subcommittee members were informed in January and again in March of actions being considered by the Board of Park Commissioners regarding the future structure of the Commission’s Subcommittees.  On January 11, 2023, the Board of Park Commissioners recommended a consolidation of its subcommittees, which would result in the elimination of the Golf and Warner Community Park Recreation Center Advisory Subcommittee (Leg File #75275).  On March 7, 2023, Leg File #76448, Amending Subsection 33.05(5) of the Madison General Ordinances to Eliminate the Golf Subcommittee and the Warner Park Community Recreation Center Advisory Subcommittees of the Board of Parks Commissioners, was introduced at Common Council.  The Board of Park Commissioners recommended approval of the amendment at their March 8, 2023 meeting.  Staff will provide an update on the status of the ordinance revision and status of the Golf Subcommittee.  Subcommittee may discuss potential customer engagement strategies.
