The proposed resolution amends the Engineering - Facilities Management capital budget by increasing GO Borrowing by $348,000 for the CCB Building Improvements capital program (Munis project # 10561). Funding is for the City’s portion of window replacements on the MLK façade.
The 2023 adopted budget included an appropriation of $1,200,000 in GO Borrowing for CCB Building Improvement. The majority of this amount is reserved for the City’s portion of a generator upgrade occurring in 2023 and 2024, with $400,000 designated for the City’s portion of window replacement on the MLK façade. The window replacement project is occurring in coordination with Dane County (see Legistar File 66667, RES-21-00607 for the intergovernmental agreement between the City and County). The County recently received bids for the work that were over budget. The City’s portion totals $748,000, which is $348,000 over budget. An amendment to increase the budget is necessary to complete the project.

WHEREAS, The City of Madison has an Intergovernmental Agreement (IGA) with Dane County for a grant from the US Department of Energy (DOE). The grant is funding a joint Dane County-City of Madison- Slipstream energy efficiency field validation effort to upgrade windows and lighting controls on one façade of the City County Building (CCB) and then document the associated energy savings and related benefits.
