Amending Section 9.136(1)(n)3.c. of the Madison General Ordinances to change the name of the Library Mall Late Night Vending area and change its implementation from the 2023 vending season to 2024.

DRAFTER’S ANALYSIS: This ordinance amendment changes the implementation of the Library Mall Night Vending area so that it would begin in April of 2024 instead of April of 2023. Existing Late Night Vending locations and rules would remain in place for the 2023-24 vending season. This amendment also changes the name of the new area to “700/800 State Street Night Vending Area” to more accurately reflect its location.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subparagraph c. entitled “Library Mall Night Vending Area” of paragraph 3. entitled “Late Night Vending Areas” of Subdivision (n) entitled “Late Night Vending (LNV) Areas” of Subsection (1) of Section 9.136 entitled “Street Vending on the State Street Mall/Capitol Concourse” of the Madison General Ordinances is amended as follows:
“c. Library Mall 700/800 State Street Night Vending Area . Beginning with the 2023 2024 vending season, a zone with sites for night food vending will be established in the pedestrian mall area of the 700 and 800 blocks of State Street (aka Library Mall) with a program to include licensing, site assignment, and promotion of this area to be promulgated by staff and approved by the Vending Oversight Committee prior to the 2023 2024 season.”
