Fiscal Note

The proposed resolution authorizes a contract to implement the Cooperative Enterprise Development Program in 2023. The cost of the contract is $122,496. Funding is available within Economic Development's capital budget and no additional appropriation is required.

Title

Resolution approving the Scope of Services for the Cooperative Enterprise Development Program for 2023  and authorizing the Mayor and City Clerk to execute a contract for $122,495.58 with C4CS to implement the program.

Body

WHEREAS, the City has invested in the creation of the Madison Cooperative Development Coalition (MCDC) to provide technical assistance and organizing for business cooperatives; and,

WHEREAS, MCDC has partnered with C4CS to serve as the coalition’s fiscal agent; and,

WHEREAS, the source of funding for the 2023 contract includes unspent program funds from prior years, as well as a loan repayment from Madison Development Corporation of an outstanding cooperative loan; and,

WHEREAS, that loan repayment was originally intended to be used for additional Madison Development Corporation loans (RES-22-00551); and,

WHEREAS, in consultation with Madison Development Corporation, City staff recommend directing this funding to MCDC instead; and,

WHEREAS, a summary of the source of funding for the $122,495.58  remaining available budget for the Cooperative Enterprise Development program is as follows:

NOW THEREFORE BE IT RESOLVED, that the Common Council approves the Scope of Services and authorizes a contract for $122,495.58 with C4CS; and,

BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to execute said contracts and are authorized to execute, deliver, accept and record any and all documents and take such other actions as shall be necessary or desirable to accomplish the purpose of this resolution in a form approved by the City Attorney.
