Fiscal Note

The proposed resolution authorizes the acceptance of a $149,926 grant from the University of Wisconsin and amends the Public Health Madison & Dane County (PHMDC) 2023 operating budget to apply these funds to a sole source agreement with Roots4Change for mental health and trauma informed training for the Roots4Change doulas, community engagement sessions led by Roots4Change with the Latino community, and storytelling via La Comunidad magazine. The period of the agreement is January 1, 2023, to March 26, 2024. No city funds are required.

Authorizing Acceptance of Funds from The Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin, School of Medicine and Public Health, and Office of the Wisconsin Partnership Program and authorizing a non-competitive service contract with Roots4Change for Jardin de Espacios (Garden of Spaces): Designing Well-Being during the Perinatal Journey

WHEREAS, the Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin, School of Medicine and Public Health, and Office of the Wisconsin Partnership Program (WPP) are awarding grant funds to Public Health Madison & Dane County (PHMDC) for purposes of conducting activities for the Maternal and Child Health grant award, Jardin de Espacios (Garden of Spaces): Designing Well-Being During the Perinatal Journey. The amount of the award is $149,926 and the period of performance is January 1, 2023, to March 26, 2024; and

 

WHEREAS, the Wisconsin Partnership Program (WPP) is a commitment by the University of Wisconsin School of Medicine and Public Health to bring about lasting improvements in health and well-being and advance health equity in Wisconsin through investments in community partnerships, research, and education. This is accomplished through four grant programs. PHMDC will receive funds via the Maternal Child Health grant program at WPP; and

 

WHEREAS, the Maternal Child Health (MCH) program at PHMDC has the vision to create a society, a community, and a health department that supports healthy pregnancies, pre- and inter-conception health, and healthy children. To achieve this, the MCH program strives to operate with health and racial equity as a guiding principle to make sure health outcomes in Dane County are not determined by race or other group status; and

 

WHEREAS, recent infant mortality data from 2019-2021 is showing concerning trends for Hispanic and Latino families. Infant mortality for Hispanic babies jumped from 4.3% in 2010 to 8.4% in 2021; and

 

WHEREAS, in an effort to address these concerning data and center the voices of those most impacted, PHMDC will work with Roots4Change on this grant project; and

 

WHEREAS, Roots4Change is an immigrant cooperative in Dane County, led by Latina and Indigenous doulas and community health workers who walk with families in their journeys of parenting, childbirth, motherhood, and womanhood; and

 

WHEREAS, these funds will be used to reduce MCH disparities in the Latino population in Dane County through community engagement and training led by Roots4Change. Funds will support mental health and trauma informed training for the Roots4Change doulas, community engagement sessions led by Roots4Change with the Latino community, and storytelling via La Comunidad magazine; and

 

WHEREAS, MGO 4.26 requires Common Council approval of service contracts of $50,000 or more if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and

 

NOW THEREFORE BE IT RESOLVED that the Director of Public Health Madison and Dane County, or their designee, is authorized to sign a grant agreement with the Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin, School of Medicine and Public Health, and Office of the Wisconsin Partnership Program (WPP), accept and expend the funding in the amount of $149,926 and amend the 2023 Budget; and

 

BE IT FINALLY RESOLVED, the Director of Public Health Madison and Dane County, or their designee, is authorized to sign an agreement with Roots4Change Cooperative for the funding amount of $149,926 for the purposes described above
