Fiscal Note

The proposed resolution authorizes an agreement with the Federal Bureau of Investigation (FBI) for an MPD detective to participate in the FBI’s Joint Terrorism Task Force aimed at preventing mass shootings. The FBI will reimburse the city up to $20,000 annually to cover the detective’s overtime wages related to the participation. The resolution also amends the 2023 Police Department operating budget to appropriate $20,000 for this purpose. Benefits associated with the overtime are approximately $4,000 and will be absorbed within the Department’s budget.

Amending the 2023 Police Department operating budget; and authorizing the Chief of Police to enter into a cost reimbursement agreement for $20,000 annually with the Federal Bureau of Investigation for overtime costs associated with participation in the FBI’s local Joint Terrorism Task Force aimed at preventing mass shootings.

 

Body

WHEREAS, the City and Madison Police Department recognizes terrorism, both domestic and international, as an issue that has impacted communities nationwide in the form of mass shootings and other mass casualty incidents; and,

 

WHEREAS, MPD recognizes that partnerships with other law enforcement entities results in a more effective and efficient response to the investigation and prevention of terrorist acts; and,

 

WHEREAS, the Federal Bureau of Investigation (FBI) desires Madison Police Department’s participation in its Joint Terrorism Task Force (JTTF) with other state and local law enforcement agencies; and,

 

WHEREAS, this participation will enhance MPD’s capacity to identify and prevent acts of terrorism in the City of Madison and engage in vital information sharing with federal, state and local law enforcement partners; and,

 

WHEREAS, such coordination will inform better responses of the Incident Command System as set forth in the City of Madison Emergency Management Plan, when such situations arise; and,

 

WHEREAS, the United States Department of Justice will provide reimbursement to MPD for certain overtime expenses related to its participation in the JTTF.

 

NOW THEREFORE BE IT RESOLVED that the Chief of Police is authorized sign a Cost Reimbursement Agreement with the FBI annually for the amount of $20,000 annually for overtime expenses.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the agreement, including modifications upon appropriate approvals from the FBI.

 

BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain grant project accounts as required for the administration of the funds.
