Fiscal Note

The proposed resolution authorizes a non-competitive service contract with Toole Design Group for Bicycle and Pedestrian Analysis services to identify and prioritize gaps in the walking and biking network around the 31 planned Bus Rapid Transit (BRT) stations of the E-W Bus Rapid Transit project. Currently there is $80,000 in the Transportation Department's budget (File #65385) from the Section 20005(b) Pilot Program for Transit-Oriented Development Planning Discretionary Grant with the FTA to fund this contract. The cost of the consultant's analysis services will not exceed $80,000 over a term of 18 months.

A Resolution authorizing the Mayor and the City Clerk to execute a non-competitive service contract with Toole Design Group, for Bicycle and Pedestrian Analysis services.

Body

WHEREAS, the scope of services for the consultant would include to identify and prioritize gaps in the walking and biking network around the 31 planned Bus Rapid Transit (BRT) stations including challenging or missing crossings and improvements to high stress bicycle routes. Pedestrian improvements analyzed will be within approximately ¼ mile of the planned BRT stations and bicycle route improvements analyzed will provide direct access to the planned BRT stations. This analysis will build upon existing evaluations (provided by the City); and,

 

WHEREAS, Toole Design Group was the only vendor to inquire on competitive RFP #11056-0-2022-AH in 2022 and has unique knowledge as they’re the City’s Complete Green Streets contractor and previous/current work on pedestrian bicycle designs as part of the BRT project team; and,

 

WHEREAS, RFP #11056-0-2022-AH Bicycle Pedestrian Infrastructure Analysis didn’t receive any acceptable bids; and

 

WHEREAS, City Purchasing Ordinances provide under sec. 4.26(4)(b), of the Madison General Ordinances that, if the aggregate amount of the fee for services in a contract exceeds $50,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4) (a) and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and,

 

WHEREAS, The United States Department of Transportation awarded the City of Madison a competitive Section 20005(b) Pilot TOD Planning grant to support interagency efforts to support the creation of a TOD Overlay Ordinance, prioritize City of Madison investment in land along the East-West BRT Corridor for inclusive (re)development, and to prioritize City of Madison investment in pedestrian and bicycle infrastructure along the East-West BRT Corridor, and,

 

WHEREAS, it is most efficient for the City of Madison to continue working Toole Design Group team on the basis of time and quality, in order to meet the scheduled implementation of Bus Rapid Transit in 2024; and, 

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute a service contract, for Bicycle and Pedestrian Analysis services from Toole Design Group. The negotiated scope and corresponding service fees will not exceed $80,000 over a term of 18 months.
