In June 2021, the Board of Park Commissioners authorized the establishment of Carts in Parks, a food vending pilot program in Madison Parks for the summer and fall of 2021, to aid City Licensed food carts’ economic recovery from the COVID-19 pandemic (Leg File #65798).  The Board of Park Commissioners reviewed the outcomes of the 2021 pilot (Leg File # 69143 <https://madison.legistar.com/LegislationDetail.aspx?ID=5373302&GUID=2D4FE596-7F3B-4BBA-8896-3398A2EEBCC4&Options=ID|Text|&Search=%22carts+in+parks%22>), and Facilities Programs and Fees Subcommittee authorized the pilot program to continue through 2022 (Leg File #68864 <https://madison.legistar.com/LegislationDetail.aspx?ID=5363131&GUID=90DD35F7-69DE-4C00-B29C-AECDA44BA51D&Options=ID|Text|&Search=%22carts+in+parks%22>).  Staff are requesting that the program continue into the 2023 Vending season, including waiver of Daily vending fee for City licensed food carts that sign up for the program and adhere to conditions of the program.   Carts in Parks 3.0 also includes waiving park event vending fees for Qualifying Community and Neighborhood Park Events, as defined by qualifying benchmarks.
