The proposed resolution authorizes a purchase of service agreement with The Center for Common Concerns, Inc. (DBA Homebase) to update the Community Plan to Prevent and End Homelessness. The Community Development Division’s 2022 operating budget includes $150,000 for consulting services for this purpose. No additional appropriation is required.

(DBA Homebase) to support the costs of a consultant-led effort to update the Community Plan to Prevent and End Homelessness, and authorizing the Mayor and the City Clerk to enter into a Purchase of Service Agreement.

Body

During the City of Madison's 2022 operating budget process, the Common Council transferred $75,000 from Direct Appropriations to the Community Development Division ("CDD") to help fund a consultant study for a new Community Plan to Prevent and End Homelessness, as required by the U.S. Department of Housing and Urban Development ("HUD") (Operating Budget Amendment #3). The Dane County Board similarly appropriated $75,000 in its 2022 Operating Budget for the same purpose. The combined total of $150,000 was included in a Request for Proposals (RFP) issued by the City’s Community Development Division (CDD) in the fall of 2022. CDD formed a team to review that evaluate responses to the RFP which was comprised of staff from CDD; a member of the Dane County Homeless Services Consortium (HSC) Board of Directors; a two members of the Homeless Services Consortium’s Lived Experience Committee; and a staff person from the Dane County Department of Human Services. The review team’s recommendation, and ultimately the approval from Homeless Services Consortium Board of Directors was to select The Center for Common Concerns, Inc. (DBA Homebase).

 

The purpose of this resolution is to seek Common Council approval for the City of Madison to execute a contract with The Center for Common Concerns, Inc. (DBA Homebase) to assist in updating the Community Plan to Prevent and End Homelessness.

 

Action Items:

 

WHEREAS, the Common Council authorized $75,000 in the Community Development Division’s 2022 Adopted Operating Budget to help pay for consultant work necessary to update the Community Plan to Prevent and End Homelessness, as required by HUD; and,

 

WHEREAS, the Dane County Board likewise appropriated $75,000 to put toward this same effort, and City and County staff agreed that the City would take the lead role in undertaking a competitive process to select a consultant to lead the effort to update the Plan; and,

 

WHEREAS, on August 15, 2022, CDD released a Request for Proposals (RFP) soliciting responses from organizations interested in consulting with the City of Madison, Dane County and the Homeless Services Consortium to update the Community Plan to Prevent and End Homelessness; and,

 

WHEREAS, CDD formed a team to review that evaluate responses to the RFP which was comprised of staff from CDD; a member of the Dane County Homeless Services Consortium (HSC) Board of Directors; a two members of the Homeless Services Consortium’s Lived Experience Committee; and a staff person from the Dane County Department of Human Services; and,

 

WHEREAS, the review teams recommendation to execute a contract with The Center for Common Concerns, Inc. (DBA Homebase) was also approved by the Homeless Services Consortium Board of Directors at the November 18, 2022 meeting; and,

 

WHEREAS, the contract will commence in December 2022 and  be complete when Homebase submits its final study, no later than December 2023.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the use of up to $150,000 from Community Development Division’s 2022 Operating Budget to execute a contract with The Center for Common Concerns, Inc. (DBA Homebase) to provide consulting services to update the Community Plan to Prevent and End Homelessness; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to sign a contract for purchase of services to accomplish the intent of this Resolution.
