The proposed resolution amends an existing contract with The Salvation Army of Dane County to transfer unspent ESG-CV funds from its Rapid Rehousing program to family shelter operations. No City appropriation is required.

BACKGROUND
The State of Wisconsin received two allocations of Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the US Department of Housing and Urban Development (HUD), authorized through the Coronavirus Aid, Relief and Economic Security (CARES) Act in 2020 and 2021, and allocated to Dane County Continuum of Care (Dane CoC) a total of $3,514,765. The City of Madison, as the grant recipient for Dane CoC, entered into contracts with specific agencies approved by the Dane CoC Board of Directors (RES-20-00733 and RES-21-00199). One of the agencies contracting with the City for the State ESG-CV funds is The Salvation Army of Dane County (The Salvation Army).
The Salvation Army received funds for its family and women’s shelters from the first allocation and two Rapid Rehousing programs from the second allocation. The agency expended all funds allocated for the shelters, but have $78,330 in unspent funds from one of the Rapid Rehousing programs. The Rapid Rehousing program ended in April 30, 2022 (the original State ESG-CV contract end date), and the families who were still enrolled in the program were transferred to the Dane County’s Hotel to Housing program, which allowed longer periods of assistance and more flexible terms. The Salvation Army has requested that the unspent Rapid Rehousing program funds be transferred for use in its family shelter operations to help cover the increase in operating costs associated with the shelter’s move to the Milwaukee Street facility in 2022. Without this internal funds transfer, the unspent funds would need to be returned to the State of Wisconsin.
ACTION
WHEREAS, the City of Madison is contracting with agencies to provide homeless services with State ESG-CV funds (approved by the Council via Resolutions RES-20-00733 (File ID #62438) and RES-21-00199 (File ID # 64390); and,
WHEREAS, one of the funded agencies, The Salvation Army, contracted with the City for emergency shelters and Rapid Rehousing programs; and,
WHEREAS, The Salvation Army has unspent funds remaining in one of the Rapid Rehousing program accounts and requested a contract amendment to transfer the funds to be used for its family shelter operations; and,
WHEREAS, Dane CoC Board of Directors approved this proposed transfer of funds at its October 21, 2022 meeting;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute a contract amendment with The Salvation Army to allow unspent State ESG-CV Rapid Rehousing program funds to be used to support The Salvation Army’s family shelter operations.
