The proposed resolution amends an existing contract with Madison-Area Urban Ministry, Inc (d.b.a. JustDane) to extend ESG-CV contract terms through July 31, 2023. In April 2022, HUD announced an extension to the expenditure deadline for ESG-CV funds to September 30, 2023. JustDane requested an extension to allow them to fully utilized previously allocated funds. No appropriation is required.

BACKGROUND

The City of Madison received $2,890,929 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the US Department of Housing and Urban Development (HUD) authorized through the Coronavirus Aid, Relief and Economic Security (CARES) Act in 2020 and contracted with specific agencies approved by the Common Council (RES-20-00734) to provide homeless services to prevent, prepare for, and respond to the impacts of the Coronavirus pandemic. The initial expenditure deadline set by HUD was September 2022, but it was later extended to September 30, 2023. Madison-Area Urban Ministry, Inc. (d.b.a. JustDane) has unspent funds for its Rapid Rehousing program for justice-involved individuals and requested an extension through July 31, 2023 for effective use of the funds.

ACTION

WHEREAS, the City of Madison is contracting with agencies to provide homeless services with City ESG-CV funds and the stated contract end date was initially April 30, 2022 (RES-20-00734, File ID #62439); and,

WHEREAS, several agencies including JustDane requested a contract extension through September 30, 2022, which was the expenditure deadline set by HUD, and the amendment request was approved by the Common Council (RES-22-00299; File ID #70211); and,

WHEREAS, HUD published a notice on April 18, 2022 that changed the ESG-CV fund expenditure deadline for non-administrative projects...
