Fiscal Note

The Planning Division’s 2023 Adopted Operating Budget includes $37,100 for this purpose. Funding for future years will be requested in future operating budgets, subject to Common Council approval.

Authorizing the Mayor and City Clerk to execute a sole source contract with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin's Department of Community and Environmental Sociology, Applied Population Laboratory (APL) to maintain, update and refine the Neighborhood Indicators Project as needed, from 2023-2026.

Body

WHEREAS, the City partnered with the University of Wisconsin’s Applied Population Lab to establish the Neighborhood Indicators Project (NIP), a web-based application to track the quality of life of City’s neighborhoods over time and identify trends that may indicate the need for further attention; and

 

WHEREAS, the NIP tracks data related to demographic changes, housing, public safety, health and well-being, education, economic vitality, transportation, and other indicators of neighborhood wellbeing; and

 

WHEREAS, the City has contracted with the APL for ongoing maintenance of the data, analyses, annual reports, and numerous enhancements to the website since the NIP’s inception in 2008; and

 

WHEREAS, in 2017 the NIP website was comprehensively upgraded to incorporate advances in technology to increase functionality and usability; and

 

WHEREAS, in 2021 City budget constraints resulted in a reduction in annual funding for NIP from $63,000 to $35,000 which necessitated a switch to publishing new data every other year; and

 

WHEREAS, based on feedback from NIP stakeholders, in 2023 NIP will transition to Census Tracts and Block Groups as the primary tabulation geographies; and

 

WHEREAS, to account for inflationary costs APL has requested an increase to the NIP annual budget by 6% annually from 2023 and thereafter; and

 

WHEREAS, occasionally the City has a need for custom or specialized analytical services from APL beyond the maintenance and other services covered by the annual fee, and City Departments may consider procuring such services if or when the need arises, at an estimated hourly rate not to exceed $160 per hour.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute a sole source contract with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin’s Department of Community and Environmental Sociology, Applied Population Laboratory from 2023-2026, for the purposes of and at the prices indicated, subject to funding availability in the budget.
