Fiscal Note
The proposed resolution authorizes a noncompetitive, sole source purchase of an air compressor and fill station used by the Madison Fire Department. The total purchase amount is approximately $72,000. Funding for the purchase and installation is included in the department’s Fire and EMS Equipment capital program. No additional City appropriation is required.

Body
WHEREAS, the Madison Fire Department has historically and exclusively used Arctic air compressors and fill stations for refilling self-contained breathing apparatuses (SCBAs) at two of its fire stations;

WHEREAS, the Arctic air compressor at station 8 is no longer operational and the Madison Fire Department will replace the current Arctic air compressor at station 14 and move the current compressor from station 14 to station 8;

WHEREAS, the estimated cost of the Arctic compressor, components, and installation is approximately $72,000;

WHEREAS, it is both economical and operationally seamless to continue to use Arctic compressors and fill stations;

WHEREAS, MacQueen Emergency, LLC is the only provider of Arctic Compressor, LLC’s products in the state of Wisconsin for public fire protection agencies;

WHEREAS, for the reasons stated above and in the attach noncompetitive selection request form, MacQueen Emergency, LLC is the only vendor that can provide for the specific needs of the Madison Fire Department;

WHEREAS, MGO 4.26(2) requires goods to be purchased using a competitive process approved by the Finance Director, and under the Finance Director’s Purchasing Guidelines, Common Council approval is required to purchase goods of $50,000 or more without a competitive process;
