Fiscal Note
The proposed resolution authorizes the sole source contract for the Water Utility’s Advanced Metering Infrastructure (AMI) including software, hardware, and maintenance. The estimated annual cost of the maintenance contract and hardware is $165,000 which is budgeted within the Water Utility 2023 executive operating budget as amended by the Finance Committee.

Title
Authorizing Madison Water Utility to use Itron Inc. as the sole source provider of Advanced Metering Infrastructure (AMI) fixed network hardware (endpoints, repeaters, collectors) and software.
Body
WHEREAS, Madison Water Utility issued a Request for Proposals (RFP) to purchase an Advanced Metering Infrastructure System in 2011 (RFP 8142-0-2009), and Itron Inc. was selected as the vendor through that competitive process; and
WHEREAS, Madison Water Utility has a need to purchase various hardware and software items for this system throughout the year; and
WHEREAS, Itron Inc. has worked with the Utility for many years providing these goods and assuring that the equipment is in place and working properly; and
WHEREAS, Itron Inc. has been deemed a sole source provider in the past by City Purchasing and Common Council for the provision of this hardware and software; and
WHEREAS, under MGO 4.26(4)(b), if a service contract exceeds $50,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a) and be approved by the Common Council, and signed by the Mayor and Clerk; and
WHEREAS, for the reasons explained above, Itron Inc. is the only firm that can provide the goods and services needed by Madison Water Utility, thereby meeting the exception of 4.26(a)(2) which provides that a sole source contract may be approved if the services are available from only one person or firm;
