The proposed resolution authorizes the sole source agreement for Customer Information Software (CIS) and Meter Data Management (MDM) software for the Water Utility. The estimated annual software maintenance cost for this purchase agreement is $175,000 which is provided within the 2023 Water Utility executive operating budget as amended by the Finance Committee.

Authorizing Madison Water Utility to use N Harris Computer Corporation as a sole source provider of Customer Information System (CIS) software and Meter Data Management (MDM) software.

Body
WHEREAS, N Harris Computer Corporation is the parent organization for Advanced Utility Systems and Harris SmartWorks; and

WHEREAS, Madison Water Utility issued a Request for Proposals (RFP) to purchase an Advanced Metering Infrastructure System in 2011 (RFP 8142-0-2009), and Harris SmartWorks MeterSense Meter Data Management software was selected through that competitive process; and

WHEREAS, Madison Water Utility issued a RFP to purchase a Customer Information System in 2003, and Advanced Utility Systems CIS Infinity software was selected through that competitive process; and

WHEREAS, Madison Water Utility has a need to purchase annual maintenance services and software enhancements for these systems throughout the year; and

WHEREAS, Advanced Utility Systems and Harris SmartWorks software has been used by Madison Water Utility for many years; and

WHEREAS, N Harris Computer Corporation has been deemed a sole source provider in the past by City Purchasing for the provision of this software and annual maintenance; and

WHEREAS, per MGO 4.26(4)(b), if a service contract exceeds $25,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a) and be approved by the Common Council, and signed by the Mayor and Clerk; and
