Fiscal Note

The proposed resolution authorizes the execution of a sole source purchase of services contract with Ready Rebound, LLC for the coordination of health services for injured employees and development of rehabilitation case management.  The contract is for five years at a total cost of $591,923.07.  The 2023 expenditure is included in the 2023 Workers’ Compensation Fund operating budget (Munis 222021-54645).

A Resolution authorizing a sole source service contract with Ready Rebound, LLC for the coordination of health services for injured employees and development of rehabilitation case management.

 

Body

WHEREAS, The City of Madison values the health and safety of its employees. When employees are injured on the job or off duty this can result in time away from work, increased medical costs, and potential overtime costs to backfill the employee’s position; and

 

WHEREAS, Ready Rebound, LLC is a healthcare consultancy that develops programs for fire, police, and public works departments with a goal of injury prevention and recovery. Ready Rebound’s belief is that employees should be treated like professional athletes, as their health and fitness are critical to the demands of the job. These programs have improved employee’s standard of living and reduced health related costs to the cities where they have been implemented; and

 

WHEREAS, The Risk Management Division in partnership with the Madison Fire Department and Madison Police Department is seeking a sole source contract with Ready Rebound to develop an integrated, comprehensive and personalized health and performance program to address injury and rehabilitation as a part of the departments’ fitness wellness initiative. The services and programs provided by Ready Rebound are very unique and to our knowledge are not available from another vendor. Further Ready Rebound has developed the professional relationships with Sports Medicine physicians, orthopedic specialists and a number of other specialty physicians to offer care to injured employees on an “on-call” basis within 48 hours of contact; and

 

WHEREAS, The Risk Management Division, in partnership with the Madison Fire Department and Madison Police Department, have been working with Ready Rebound since 2017 and wish to continue the relationship for another five years; and

 

WHEREAS, The Risk Management Division desires to enter into a contract with Ready Rebound, LLC in an amount not to exceed $112,500.68 for 2023, $115,305.43 for 2024, $118,187.85 for 2025, $121,147.94 for 2026, and $124,781.14 for 2027 for the coordination of health services for injured employees and development of rehabilitation case management; and

 

WHEREAS, under MGO 4.26(4)(a) a service contract of $50,000 or more that was not competitively selected must be approved by the Common Council and must meet one of the exceptions in MGO 4.26(4)(b); and

 

WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk; and

 

WHEREAS, for the reasons stated on the attached Noncompetitive Selection Request Form, Ready Rebound, LLC is the only firm in the area that can provide the specific needs for the City, thereby meeting the exception of MGO 4.26(4)(b)2., “the service required is available from only one person or firm.”

NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to sign a five year sole source contract for purchase of services from Ready Rebound, LLC for the coordination of health services for injured employees and development of rehabilitation case management, for the purposes and at the price described above.
