The proposed resolution authorizes a noncompetitive purchase of $61,969 in goods from Burris Equipment Co. for the purchase of Spray Star 2000 Series Star Command II. Funding is included in the 2022 Adopted Operating Budget for City of Madison Golf Courses. No additional City appropriation is required.

Body
The proposed resolution authorizes a non-competitive purchase from Burris Equipment Co. for $61,969 for the purchase and freight of one Spray Star 2000 Series Star Command sprayer including satellite controlled GPS and Mapping, controller, and spray boom with nozzles. The City of Madison Golf Courses 2022 Adopted Operating Budget includes $61,969 for this purchase.
WHEREAS, the City of Madison Golf Courses require technical equipment to perform necessary maintenance and meet acceptable maintenance standards, including performing critical functions of Integrated Pest Management within the golf courses; and
WHEREAS, after working to find other suppliers and informal quotes, manufacturers and vendors of other comparable equipment are unable to meet delivery dates within the next 12 months at the earliest due to significant supply chain issues; and
WHEREAS, Burris Equipment Co. has territorial rights regarding the sale of Smithco equipment in the Madison region; and
WHEREAS, funds for the purchase of these goods from Burris Equipment Co. have been appropriated in the 2022 City of Madison Golf Courses Operating Budget; and
WHEREAS, for the reasons explained above and in the attached Noncompetitive Selection Request Form, Burris Equipment Co. is the only vendor that can provide the equipment for the specific needs of the Golf Enterprise within the timeframe required; and
WHEREAS, MGO 4.26(2) requires goods to be purchased using a competitive process approved by the Finance Director, and under the Finance Director's Purchasing Guidelines, Common Council approval is required to purchase goods of $50,000 or more without a competitive process;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the purchase of goods as described above from Burris Equipment Co.
