Amending the Master List of Street Names and Designations and amending the City Engineer's Street Numbering Map, referred to in Sections 10.34(2) and 10.34(4), Madison General Ordinances by changing the name of a portion of Fiedler Lane and one private street upon final attachment of Town of Madison lands to the City of Madison to allow for proper addressing within the City of Madison. (14th AD)

WHEREAS, the Common Council, by Resolution No. 12,459, adopted on March 9, 1967, has approved a master list of existing street names and designations for all purposes; and
WHEREAS, the Common Council, by Ordinance ORD-07-00030, File ID 04160, on February 27, 2007 repealed Sections 10.34 and 10.35 and recreated Section 10.34 of the Madison General Ordinances to establish standards for street names and addresses; and
WHEREAS, Sections 10.34(2) and 10.34(4), Madison General Ordinances, require the City Engineer to maintain certain street numbering records, maps and databases; and
WHEREAS, Fiedler Lane and Eric Circle were dedicated to the public by the Assessor’s Plat No. 5 Town of Madison, recorded on October 9, 1957 in Volume 20 of Plats, page 34 as Document No. 946895, Dane County Register of Deeds. Subsequently in 1998, all of Eric Circle and an Eastern portion of Fiedler Lane were vacated by the Town of Madison Town Board per Order of Street Vacation on February 23, 1998 recorded as Document No. 2944442, Dane County Register of Deeds, resulting in the current configuration of Fiedler Lane as shown on Exhibit A, attached hereto and made part of this resolution; and
WHEREAS, the Common Council on July 12th, 2022, approved Ordinance No. ORD-22-00070, File No. 72170 providing for the final attachment of lands from the Town of Madison to the City of Madison effective at 11:59 p.m. on October 30, 2022; and
WHEREAS, the current addresses along current Fiedler Lane will create street name and number sequencing conflicts with City of Madison addressing requirements upon attachment of Town of Madison Lands to the City of Madison. Thus this requires the renaming of the east - west portion of Fiedler Lane to W Fiedler Lane, adding the private north - south street of Eric Circle and the easterly extension of W Fiedler Lane as shown and noted on attached Exhibit A. The name change of W Fiedler Lane and the private street names have been coordinated by City of Madison Engineering with City of Madison Emergency Services; and
WHEREAS, per Section 10.34(2) Madison General Ordinances, residential buildings shall take their address off the street upon which they front and Commercial buildings shall take their address off the street from which they gain primary access and primary fire apparatus access to the property and primary fire apparatus access to the property; and
WHEREAS, the City of Madison Engineering Division has coordinated the change of names with the City of Madison Emergency Services; and
WHEREAS, the City of Madison Engineering Division determined the proposed name changes are in conformance with the said policies and Ordinances and supports the name changes as proposed.
NOW THEREFORE BE IT RESOLVED, by approving this resolution, the City of Madison Common Council hereby approves the street name changes of a portion of the public street of Fiedler Lane to W Fiedler Lane, the new private streets of Eric Circle and W Fieldler Lane as shown and noted on attached Exhibit A, upon the final attachment of lands from the Town of Madison to the City of Madison effective at 11:59 p.m. on October 30, 2022.
NOW THEREFORE BE IT FUTHER RESOLVED, upon the final attachment of lands that include these street areas from the Town of Madison to the City of Madison, that the City Assessor’s Office and City Engineer’s Office be permitted to change any required Address-Parcel-Owner data in the City’s databases and mapping data as required to complete these street name changes.
NOW THEREFORE BE IT FURTHER RESOLVED, that one (1) total, public street signage change is required as a result of approval of this resolution and will be completed by the City of Madison Traffic Engineering Division at the intersection of Fielder Lane and W Fielder Lane upon the final attachment of lands from the Town of Madison to the City of Madison.
