Ordinance No. ORD-19-00057 passed in 2019, allows the Affirmative Action Division Manager to reach voluntary agreements with contractors who have failed to meet affirmative action plan and/or contract requirements. Under these agreements, contractors provide payments to the City that will be used to support programs that grow Small Business Enterprises, Disadvantaged Business Enterprises, Minority Businesses Enterprises, Section 3 Business Enterprises, and Women’s Business Enterprises. Payments from these agreements have totaled $437,000 through 2021 and an additional $100,000 is to be received in each 2022 and 2023.
The proposed resolution authorizes a contract to support the Associates in Commercial Real Estate (ACRE) program at a total cost of $200,000 over three years. This resolution also amends the 2022 Adopted Operating Budget to increase DCR’s purchased services budget by $60,000. This amount includes $50,000 for the 2022 cost of the contract and an additional $10,000 to support DCR’s work with the ACRE program. To fund these costs, the 2022 Adopted Operating Budget is amended to appropriate $60,000 of the $437,000 of revenues described above and received through 2021. These funds represent assigned fund balance within the General Fund.
