Fiscal Note

The proposed resolution authorizes an agreement for cost sharing for the John Nolen Drive construction project. The agreement authorizes a federal/state share of $9,917,903 and the City of Madison share of $20,072,777 funded by GO Borrowing. Funding is included in the 2022 Adopted Engineering - Major Streets Capital Improvement Plan (CIP) for the John Nolen Drive project (MUNIS 11860) and the 2023 Engineering - Major Streets Capital Improvement Plan (CIP) Agency Request.

PREAMBLE

 

The City of Madison is proposing to reconstruct John Nolen Drive from Olin Avenue to North Shore Drive.  The project will be constructed under a contract let by the Wisconsin Department of Transportation (WisDOT).  A revised project Agreement with the State of Wisconsin Department of Transportation will be required to update estimated construction costs. The proposed project is planned for construction in the years 2026 and 2027.

 

The agreement requires that the City indemnify the State of Wisconsin Department of Transportation.  City APM 1-1 requires Common Council Approval whenever the City indemnifies another party.

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an amended agreement with the State of Wisconsin Department of Transportation for construction cost sharing for the John Nolen Drive project.

 

BE IT FURTHER RESOLVED, that the Common Council approves indemnification of the State of Wisconsin Department of Transportation as set forth in the agreement in order to use federal funds for the John Nolen Drive project.
