Fiscal Note

The proposed resolution amends the Police Department’s 2022 Operating Budget and authorizes the acceptance of a FY2022 USDOJ Edward Byrne Memorial Justice Assistance Grant for $110,839 to support several law enforcement initiatives. No city funds are required.

Amending the Police Department’s 2022 Operating Budget; and authorizing the Mayor and Chief of Police to accept a FY2022 USDOJ Edward Byrne Memorial Justice Assistance Grant for $110,839, and to utilize these funds to support several law enforcement initiatives

 

Body

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, Bureau of Justice Assistance has designated the City of Madison to receive a FY2022 Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,

 

WHEREAS, the JAG program supports law enforcement, prosecution, indigent defense, courts, crime prevention and education, corrections and community corrections, drug treatment and enforcement, planning, evaluation, technology improvement, and crime victim and witness initiatives and mental health programs and related law enforcement and corrections programs; and,

 

WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,

 

WHEREAS, Mayor Satya Rhodes-Conway and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,

 

WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the Chief of Police are authorized to apply for the FY2022 Edward Byrne Memorial Justice Assistance Grant and accept the $110,839 from the Office of Justice Programs, Bureau of Justice Assistance.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.

 

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from funder, the U.S. Department of Justice, as follows:

 

Dane County will receive $27,183 that shall be used as follows:

                     $13,257 for the Human Services Drug Court treatment program

                     $7,297 to the Sheriff’s Office for Special Events and Diving Team supplies

                     $6,629 for the District Attorney Crime Response Program victim/witness services

 

The City of Madison Police Department will receive $83,656 that shall be used as follows:

                     $35,000 for electric vehicle charging stations at district stations and training center

                     $18,156 for an electronic signboard for public safety messages

                     $12,500 for communication headsets for the Special Events Team

                     $12,000 for patrol tire deflation devices

                     $6,000 for police officer recruiting supplies

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Police

Department to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder.

 

BE IT FURTHER RESOLVED, that the Police Department’s operating budget is amended to appropriate any grant funds received to be used for the purposes of the grant, including modifications upon appropriate approvals from the funder.

 

BE IT FURTHER RESOLVED that the Mayor and Chief of Police are authorized to sign any award letter and/or contracts necessary to carry out this resolution.

 

BE IT FURTHER RESOLVED that the Finance Department and the Police Department are authorized to establish and maintain accounts as required for the administration of the grant funds, including modifications approved by USDOJ.

 

BE IT FINALLY RESOLVED that grant funds not expended as of December 31, 2022, be carried forward until fully utilized.
