The proposed resolution approves the application and commits local match funding for a Safe Streets and Roads for All Implementation Grant. The requested grant amount is anticipated to be $20 million. The local match is 20% or up to $4 million over 2023 and 2024. The local match is included in Traffic Engineering's 2023 capital budget request pending adoption.
Title
Supporting and approving the City of Madison’s application to the US Department of Transportation (USDOT) by the Vision Zero team for a Safe Streets and Roads for All implementation grant, the acceptance of the grant, and authorizing the Mayor and City Clerk to execute a grant agreement with USDOT or its designee, if awarded the grant.
Body
Whereas, the City of Madison’s Vision Zero Action Plan recommends pursuing federal funding for improvements; and
Whereas, the Vision Zero team has identified the Safe Streets and Roads for all Program Grant as a potential source for implementation of actions and strategies outlined in the Vision Zero Action Plan; and
Whereas, the Safe Streets and Roads for All Grant Program will support implementation of activities that are included in an approved Vision Zero action plan; and
Whereas, up to $1 billion is available through the Safe Streets and Roads for all Grant Program to prevent roadway deaths and serious injuries, and;
Whereas, the USDOT Selection Criteria include #1 Safety Impact, #2 Equity Engagement and Collaboration, #3 Effective Practices and Strategies, and #4 Climate Change and Sustainability, and Economic Competitiveness, and
Whereas, the USDOT’s Safe Streets and Roads for All Grant Program provides an opportunity to accelerate the City’s efforts to eliminate serious and fatal crash on Madison’s streets and further equitable traffic safety outcomes; and
Whereas, an identified list of candidate projects is desirable in submitting Safe Streets and Roads for All Grant application;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council supports the application by the Vision Zero staff team to the USDOT Safe Streets and Roads for All Grant Program for funding of actions and strategies in the Vision Zero Plan.
BE IT FURTHER RESOLVED that a candidate project list be included in the Vision Zero Action Plan as Appendix A, to be updated annually;
BE IT FURTHER RESOLVED that the City of Madison commits to funding the 20% local match requirements, up to $4 million in the 2023 and 2024 Capital Budget, if awarded a grant in the Safe Streets and Roads for All Program; and
BE IT FURTHER RESOLVED that the Common Council authorizes the Vision Zero team to apply for the grant on behalf of the City, to accept the grant if awarded, and to execute and/or submit any other documents related to the grant, in a format approved by the City Attorney, that may be necessary to comply with the grant conditions; and
BE IT FINALLY RESOLVED that the Common Council authorizes the Mayor and the City Clerk to enter into a grant agreement with USDOT or its designee, in a format approved by the City Attorney, for the USDOT Safe Streets and Roads for All in the 2022 funding opportunity.
