Board of Health for Madison and Dane County Resolution #2022-16 Authorization to Accept Funds from the Wisconsin Department of Health Services to Expand Syringe Services

Public Health Madison and Dane County (PHMDC) proposes the acceptance of funding from the WI Department of Health Services (DHS) to pilot expanded Syringe Services Programming. The Syringe Services Program (SSP) is a vital harm reduction tool to curb the spread of communicable disease (HIV, Hepatitis C) and prevent overdose and overdose fatalities. SSP serves as a hub to distribute and provide training on the use of Narcan and Fentanyl test strips to individuals and community agencies. SSP also provides overdose prevention kits, sterile syringes, wound care supplies, Safer Use Education, and referral to services. SSP currently averages 633 client encounters per month in 2022. These funds will allow PHMDC to pilot expanded service delivery hours on Saturdays, provide harm reduction services in conjunction with other satellite services (i.e. COVID Testing at homeless shelters, community COVID vaccine clinics), and provide additional staffing during the peak hours.
NOW THEREFORE BE IT RESOLVED, that the Board of Health for Madison and Dane County on behalf of Public Health Madison and Dane County authorizes the Director of Public Health, or their designee, to accept and expend the funding, sign the contract with WI DHS, and adjust the 2022 Operating budget in the amount of $128,429.
