The proposed resolution authorizes outside fundraising in support of the LGBTQ+ Rainbow Murals and Crossings Art Pilot Program. The first project is anticipated in August of 2022 and will be supported by private donations. Planning's 2022 operating budget was amended for this project through Legistar file #71802. No additional appropriation required.

Body
WHEREAS, on June 7, 2022 the Common Council passed resolution RES-22-00418, Legistar ID #71802, establishing the Madison’s LGBTQ+ Rainbow Murals and Crossings Art Pilot Program; and
WHEREAS, staff anticipate the first project to be installed at the top of State Street in August of 2022; and
WHEREAS, the Mayor and Common Council wish for staff to raise funds from third parties to defray the costs of the Rainbow Crossing; and
WHEREAS, the City ethics code provides that staff may solicit donations from third parties only if the solicitation has been approved by a resolution of the Common Council; and
WHEREAS, the cost of the Rainbow Crossing at the top of State Street is estimated to be $30,000.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council recognizes that private fundraising for the purpose of funding the LGBTQ+ Rainbow Murals and Crossings Art Pilot Program will be conducted through the Friends of the Madison Arts Commission with the support of City staff; and
BE IT FURTHER RESOLVED, that City staff are permitted to encourage donations to the Friends of the Madison Arts Commission for the Rainbow Crossings project; and
BE IT FINALLY RESOLVED that the Mayor and the Common Council approves the acceptance of funds from Friends of the Madison Arts Commission for the LGBTQ+ Rainbow Murals and Crossings Art Pilot Program.
