Fiscal Note

The proposed resolution amends existing contracts with multiple community agencies providing homeless services by extending the contract end date from April 30, 2022, to December 31, 2022. The contracts are funded through Emergency Solution Grant Program Supplemental Funds (ESG-CV) and were originally approved by the Common Council through RES-20-00733/ File ID #62438  and RES-21-00199/ File ID # 64390. Agencies have not fully expended funds The extension will allow them to fully and effectively utilize funds. No additional appropriation is required.

BACKGROUND

 

The State of Wisconsin received two allocations of Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the US Department of Housing and Urban Development (HUD) authorized through the Coronavirus Aid, Relief and Economic Security (CARES) Act in 2020 and 2021 and allocated to Dane County Continuum of Care (Dane CoC) a total of $3,514,765. The City of Madison, as the grant recipient, entered into contracts with specific agencies approved by the Dane CoC Board of Directors (RES-20-00733 and RES-21-00199). The initial contract end date for the State ESG-CV funds was April 30, 2022, but the State granted a three-month extension through June 30, 2022, which allowed contract extensions for some subrecipient agencies (RES-22-00299; File #70211). However, a few programs required an additional contract extension to fully expend the grant. The City of Madison made the request for extension through December 31, 2022, and received the State’s approval to do so. 

 

The following agencies have requested the contract term extensions:

 

State of Wisconsin ESG-CV contract extension through December 31, 2022

                     Briarpatch Youth Services - Young Adult Rent Assistance Project

                     Center for Community Stewardship -- Lived experience compensation

                     Just Dane (Madison-Area Urban Ministry) -Rapid Rehousing for Justice Involved Individuals

                     Lutheran Social Services of Wisconsin and Upper Michigan- Rapid Rehousing Program

                     Porchlight - Men's Shelter

                     Sankofa Educational Leadership United - Rapid Rehousing Program

                     The Salvation Army of Dane County --  Rapid Rehousing Expansion and Rapid Exit

 

 

ACTION

 

WHEREAS, the City of Madison is contracting with agencies to provide homeless services with State and City ESG-CV funds and the stated contract end date was initially April 30, 2022 (RES-20-00733/ File ID #62438  and RES-21-00199/ File ID # 64390); and,

 

WHEREAS, the State of Wisconsin approved the contract extension through June 30, 2022 for the State ESG-CV funds and the Common Council approved the subrecipient program contract extensions in April, 2022 (RES-22-00299; File #70211); and,

 

WHEREAS, HUD published a notice on April 18, 2022, after the first three-month extension was granted by the State, that changed the ESG-CV fund expenditure deadline from September 30, 2022 to December 31, 2023; and,

 

WHEREAS, agencies have unspent funds and a further contract extension will allow them to fully and effectively use the allocated funds; and,

 

WHEREAS, the City of Madison requested an additional contract extension through December 31, 2022, and the State approved the proposed extension.

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute contact amendments with the specific agencies listed herein to extend the contract terms to December 31, 2022 for the State ESG-CV funds.
