Fiscal Note

The total contract price for 2022 is for $194,639. Funding for this contract will come from two sources. The first source is unused funds from the 2021 contract, authorized by Legistar File 62622 (RES-20-00773), which will fund the balance of the 2021 work that will carry over into 2022. The other source of funding will be an TIF proceeds from TID 42. The proposed resolution amends the 2022 Economic Development Division Capital Budget (MUNIS 99005) by $148,246 in TIF Proceeds to support this contract (the TID 42 Project Plan has already been amended to support this project). Funding sources for future contract years are subject to budget availability and authority.

Amending the 2022 Economic Development Division Capital Budget (TID 42) by $148,246, reallocating $46,393 from 2021 Economic Development Division Capital Budget (TID 42) (total funding of $194,639), and authorizing the execution of contract extensions with the Board of Regents of the University of Wisconsin System on behalf of the Population Health Institute at the University of Wisconsin-Madison School of Medicine and Public Health (“UW PHI”) for the purposes of continuing a Census to Census study of impact of the City’s investments in South Madison for a contract term of up to ten (10) years.

Body

WHEREAS, the City of Madison will absorb the Town of Madison at 11:59 PM, October 31, 2022; and

 

WHEREAS, upon dissolution of the Town of Madison, the City of Madison will grow by approximately 5,000 persons and 6,000 parcels; and

 

WHEREAS, many of these parcels and people in the Town of Madison are located in South Madison, generally bordered by Fish Hatchery Road, Wingra Creek, John Nolen Drive, and the Beltline Highway; and

 

WHEREAS, the City of Madison will invest significant resources into the former Town of Madison areas to bring infrastructure up to City standards, improve and enhance neighborhood assistance and community development programs, and boost the overall economic stability of the area and its residents; and

 

WHEREAS, the City of Madison wishes to ensure that the resources that it is currently directing into South Madison, and those that it will complete in the future have the maximum positive impact upon the residents that live there, improving their physical, mental, and financial health, while minimizing deleterious impacts from these investments, such as gentrification and displacement; and

 

WHEREAS, UW PHI has the capacity and specialization to assist the City in conducting a broad, Census to Census survey and study of the impacts of these investments upon residents of South Madison, while providing regularly scheduled updates and feedback for policy makers and City Staff and has begun this work under a contract signed in 2021; and

 

WHEREAS, funding is needed to support continuation of this contract for the year 2022 and funds are available in TID 42 but not yet budgeted for this purpose in the adopted 2022 Capital budget; and authority is also needed to renew the contract for up to a total of ten (10) years to accomplish the purpose of the survey;

 

WHEREAS, future allocations of funding from TID 42 and / or a future South Madison TID may be needed to continue the Study in the years ahead, with future allocations of funding subject to Common Council approval;

 

NOW THEREFORE BE IT RESOLVED, that the Common Council hereby amends the 2022 Economic Development Division Capital Budget (TID 42) by $148,246, reallocates $46,393 from the 2021 Economic Development Division Capital Budget (TID 42) for the purposes of funding Year 2 of the contract with UW PHI to conduct the Census to Census survey and study authorized in Resolution No. RES-20-00773, File ID 62622, and

 

BE IT FINALLY RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to sign future contracts with UW PHI to extend or renew the above-mentioned contract to continue the Census to Census survey and study, subject to funding being allocated in the budget, for up to a total of 10 years counted from the Year 1 contract.
