The 2022 Adopted Operating Budget includes more than $1.9 million in funding for the youth, young adult, and adult employment programs mentioned in the policy paper. The Community Development Division will conduct an RFP process to allocate the 2023 funding as recommended by the policy paper. The amount of funding will be determined by the 2023 Adopted Operating Budget.

Accepting the Community Development Division’s (CDD) Youth, Young Adult, and Adult Employment policy paper and directing CDD to conduct a Request for Proposals (RFP) process, and formulate funding allocation recommendations for consideration by the Mayor and Common Council, for use of funds beginning on January 1, 2023.

The proposed resolution accepts the Community Development Division’s (CDD) proposed policy paper for Youth, Young Adult, and Adult Employment as the foundation for conducting a Request for Proposals (RFP) process to solicit program proposals from organizations that offer programming outlined in the policy paper. It also directs CDD to conduct an RFP process and to bring funding recommendations to the Council at the conclusion of the process, for Council approval, prior to awarding contracts. The process referenced above will allocate funds to selected agencies for use beginning in 2023.
This policy paper builds upon the conceptual framework introduced in the 2017 CDD funding process for both the Youth Employment Initiative and Adult Employment and Training Initiative. Within the 2022 funding process, CDD aims to expand initiatives that respond to the post pandemic economy and meet the changing workforce needs of residents while focusing on three distinct service areas:
1) Youth Employment Services (ages 14-21)
2) Emerging Young Adult Employment Services (ages 18-26)
3) Adult Employment Services
The goal is to use these funds to support efforts that provide a continuum of services ranging from supported high school graduation, GED attainment, pre, and post-employment training & services, employment & career guidance, and work placement for youth, young adults, and adults facing barriers.
WHEREAS, the City of Madison has a long-standing commitment of financial support to community-based organizations as part of its strategy to create the necessary conditions for Madison residents to realize their full potential by ensuring residents and neighborhoods have access to needed services; and,
WHEREAS, the Community Development Division, in consultation with the Community Services Committee, is responsible for formulating recommendations to the Mayor and Common Council, regarding the use of City-administered resources budgeted for ensuring the quality and availability of services in Madison; and,
WHEREAS, the City’s 2022 Adopted Operating Budget appropriates more than $1.9 million to support services currently funded across youth and adult employment; and,
WHEREAS, the City of Madison currently contracts with a group of agencies to provide a range of youth employment services totaling $890,000, and adult employment services totaling $1 million, that are set to expire on December 31, 2022; and,
WHEREAS, the CDD, with input from the Community Services Committee, community partners and other stakeholders, policy makers and residents has developed this policy paper outlining the objectives and priorities for which the City will allocate funding; and,
WHEREAS, the CDD, which is charged with administering these funds, is preparing to conduct an RFP process that will establish program allocations for use beginning in 2023; and,
WHEREAS, the content of this policy paper, if approved by the Common Council, will; serve as the foundation for an RFP document to solicit proposals from local service organizations seeking City funding for youth, young adult, and adult employment.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Youth, Young Adult, and Adult Employment policy paper prepared by CDD as the foundation for an RFP and directs CDD staff to conduct an RFP process to solicit proposals for City funds; and,
BE IT FURTHER RESOLVED, that the Council directs CDD to formulate funding recommendations, to be presented to the Common Council for its approval, for use beginning in 2023.
